Department Summary:

The Air Operations Division, N120, is seeking a highly talented and experienced leader to be the Theater C2 and Homeland Defense Department Manager (DM), N123. The position will be responsible for managing a diverse department of over 40 staff, primarily located at MITRE Bedford, MA, with a small team in McLean, and a few at remote/telework locations. The DM will also serve on the Air Operation’s division leadership team, helping formulate and implement strategy, policy, and business processes for the division as whole.

Theater Command and Control and Homeland Defense (Department N123) leads projects and initiatives directly related to the overall Homeland Air Defense mission. This includes the technology and operational aspects of several sensor and command and control systems in response to the Theater and Homeland air threats (aircraft, cruise missiles, and unattended aircraft systems). The N123 activities work across aspects of the joint engagement sequence to decrease response time and improve mission effectiveness. Across the Department, our goal is to ensure sponsor’s ability to rapidly identify, characterize, and respond to threats to the homeland.

The selected candidate will be responsible for setting the technical direction of the Department's capabilities, strategically shaping the work program, growing a diverse team of world-class talent, fostering a culture of connection and belonging among department staff, and building collaborative relationships across MITRE, our sponsors, industry, and academia. The DM’s primary responsibilities are a balance between strategic planning, work program execution, and people leadership.

The selected candidate will shape N123 Department and N120 Division outcomes by actively working as part of the leadership team to support and craft the organization’s strategic direction, identify new opportunities and initiatives, participate in and advocate for shared leadership responsibilities, and lead related activities. Candidates should have a track record of leading people, thinking, and acting innovatively, and collaborating across boundaries. The DM is responsible for executing a mission-driven, outcome-focused work program delivering impactful solutions by integrating a cadre of professionals with expertise in command and control, situational awareness, modern software development approaches, modeling and simulation and digital acquisition. The DM is responsible for the delivery of high-quality technical work products that enable the accomplishment of strategic and sponsor outcomes, work program development/shaping, and ensuring cost/delivery are met. The DM is also responsible for growing the team to include hiring and talent development.

Job Description:

  • Serve as a core member of the Division leadership team, working to implement division and department strategies; furthering sponsor outcomes; and rapidly addressing and solving staffing, delivery, and quality issues. Support the director by providing specific sponsor/program knowledge and expertise.

  • Collaborate with Air Operations leadership and other Air Operations DMs in the development of the Division strategy and shaping the work in support of the MNS priorities and sponsors,

  • Develop and nurture relationships with senior leaders in the Department of the Air Force with the goal of serving as trusted advisor and guiding the respective work programs to achieve strategic goals,

  • Communicate clear expectations and goals that contribute to important sponsor or enterprise strategic outcomes as well as project level outcomes.

  • Deliver high-quality technical products that are timely and enable accomplishment of sponsor outcomes,

  • Develop new work within the Department/Division

  • Execute department operations and deliver to budget

  • Develop the next generation of leadership: thought leaders, project leaders, and people leaders. Ensure the hiring, development, and shaping of the required skills, capabilities, and diversity of the department’s workforce,

  • Ensure delivery of regular, constructive feedback and developmental support to Project Leaders, Group Leaders, and to staff. Ensure that department staff performance and compensation management activities are fair and transparent.

  • Foster an environment of connection and belonging, with a focus on inclusion and diversity,

Basic Qualifications:

  • Bachelor's Degree in computer science, software engineering, computer engineering, cyber security, data science, operations research, mathematics or other relevant field and 15 years of related experience.

  • Candidate must possess an active Secret clearance with ability to obtain a TS/SCI.

  • Candidate can operate effectively at high levels within MITRE sponsor and potential sponsor organizations, recognizing and following through on opportunities in new areas and/or with new MITRE sponsors.

  • Candidate has proven track record of successfully leading a 20+ person technical team.

  • Candidate must be willing to travel occasionally.

  • Demonstrated understanding of the organizational constructs of the Department of Defense, Combatant Commands, Service Components, and Combat Support Agencies, their priorities, and missions and challenges to enable the development of cross-organizational partnerships, and in turn, facilitate cross-sponsor mission impact across relevant MITRE sponsors

  • Demonstrated technical depth/domain knowledge, understanding of technology and leadership in fields applicable to command and control

  • Proven ability to recruit and develop a high performing team across geographically disparate locations with a commitment to enhancing inclusion and diversity.

  • Successful record of engagement, relationship building, integration and collaboration across organizations in a shared leadership model to achieve more impactful outcomes.

  • Excellent communication skills with all levels of sponsors and internal staff.

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Graduate degree (Masters or PhD) in computer science, computer engineering, software engineering, operations research, mathematics, or related field.

  • Demonstrated leadership of projects that provide innovative solutions leading to game-changing capabilities.

  • Current TOP SECRET/SCI clearance.
