The mission of the Human Resources Division (HRD) is to attract, develop and retain a high performing workforce in order to ensure the delivery of constituent services across the Commonwealth. Presently, HRD is managing a transformation of its HR service delivery platform to improve the effectiveness of its service to recruit top talent; develop its workforce; and manage its operations more efficiently. Through the transformation, HR will establish its capacity to act as an innovative business partner, known for strategic Talent Management in areas of workforce planning, recruitment, competency-based training and employee retention.
The Commonwealth of Massachusetts Executive Branch is an organization that consists of 42,000 employees spanning 8 Secretariats and 77 agencies with diverse goals and missions. The Director of Organization Development and Talent Management will be responsible, as part of the senior HR leadership team, for executing and streamlining HRD's transformation initiative across the Commonwealth. The responsibilities of this position will include: creating a Commonwealth of MA Employer-Brand including an employee value proposition; workforce planning that contemplates replacement planning for its increasingly retirement eligible staff; establishing a strategic recruiting function; delivering a blended learning approach for employee development including an emerging leader, and senior leader learning curriculum; and measuring effectiveness of these HR investments. This is a newly created position, and will report directly to the Commonwealth's Chief Human Resources Officer. Interested candidates must be prepared to work with the diverse needs of the Commonwealth's Executive Branch senior management and human resources team to deliver the infrastructure and programs necessary to be a competitive employer of top talent.
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six years of full-time, or equivalent part-time, supervisory or managerial experience in business administration, business management, or public-administration and (B) of which at least four years must have been in a managerial capacity.
