Duties & Responsibilities

  • The Program Manager is a key partner in the development of outreach and recruitment strategies to promote the Emirates Leader ship Graduate Fellowship Program working in partnership with the Middle East Initiative (MEI), Center for Public Leadership (CPL), the Harvard Kennedy School Office of Admissions and Office of Diversity and Inclusion to attract UAE and Arab students to apply to the Kennedy School and fellowship.

  • Develop marketing strategy including the design and distribution of marketing materials. Identify and develop outreach partnerships with key networks in the Arab region to support the promotion of the fellowship.

  • Work with the Office of Student Financial Services on the application review process including identifying and recruiting faculty, staff and practitioners to serve on the selection committee to interview candidates.

  • Manage annual recruitment and program budget

  • In partnership with the MEI and the CPL fellowship team, lead the design and implementation of the co-curricular program for Emirates Leadership Graduate Fellowship Program, including: welcome retreat; leadership discussion series with eminent practitioners on topics of leadership and governance; speaker series on the unique leadership needs of the Middle East; and semi-annual dinners with program funders.

  • Conceptualize and deliver a field experience trip for Emirates Leadership Initiative fellows to explore themes related to cross sector leadership, public administration and social innovation. Develop customized learning opportunities tailored for the leadership needs of the Arab region.

  • Create and implement alumni engagement strategy for Emirates Leadership Initiative fellows including tracking of alumni progress and alumni engagement events.

  • Identify key high level partners in the United Arab Emirates, MEI and CPL to create an annual field visit to the UAE for up to 15 – 25 students and other members of the HKS community.

  • Provide support for annual Executive Education Program for senior officials in the UAE, in collaboration with CPL, MEI and the Harvard Kennedy School Executive Education Program.

  • Facilitate connections with the broader CPL and Fellows network to broaden fellows’ capacity and reach.

  • Prepare reports for funder as needed including semi-annual progress reports on fellows’ activities.

    Basic Qualifications Bachelor’s degree and 3 years related work experience in program or project management. Demonstrated experience in leadership development or public policy related to the Middle East.

    Additional Qualifications Master's Degree preferred. Knowledge of and commitment to addressing the leadership needs of the Middle East. Experience running complex programs and dealing with high-level constituents in a fast paced environment needed. Proficiency in written and spoken Arabic and fluency in English is strongly preferred. Excellent communication skills, both written and oral, and strong attention to detail is a must. Demonstrated organizational skills, the ability to manage multiple projects simultaneously, meet deadlines, and work independently. Ability to work with diverse stakeholders to achieve shared goals. Proven ability to manage a budget. Must be available to work evenings and weekends as needed. Occasional travel to the Middle East is required. Background in public/private partnerships, nonprofit work, and/or the field of social entrepreneurship desirable but not required.

    Additional Information The Fellowship Program Manager will oversee a leadership fellowship program at the Harvard Kennedy School. The Emirates Leadership Graduate Fellowship of the Emirates Leadership Initiative Fund will provide full-tuition scholarships, health insurance and a living stipend to up to ten fellows per academic year for the next five years. Up to five fellowships a year will be awarded to candidates from the United Arab Emirates; remaining fellowships will be awarded to candidates from Arab countries in the region. In addition to fellowship support, the Emirates Leadership Initiative Fund will provide co-curricular programming designed by the Center for Public Leadership in partnership with the Middle East Initiative (MEI). Programming will include fellowship dinners, a speaker series with prominent leaders from the Middle East, leadership skill-building sessions and field experience trips. The Fellowship Program Manager will also work with high level partners in the United Arab Emirates to support an annual field visit to the UAE for up to 15 – 25 students and other members of the HKS community and will help support an annual Executive Education Program for senior officials in the UAE, in collaboration with CPL, MEI and the Harvard Kennedy School Executive Education Program. The Fellowship Program Manager will report to the Director, Student and Fellows Programs at the Center for Public Leadership and work in close collaboration with the Director of the Middle East Initiative Director, Middle East Initiative, Belfer Center for Science and International Affairs.
