Furthermore, MassDOT will be doing our part to lead by example in reducing congestion and greenhouse gas emissions by minimizing overall workplace commuting travel during peak hours through telework and schedule flexibility. The selected candidate will be expected to follow a hybrid work model that consists of both in-office and work from home days, as needed. Position Summary The MassDOT Classification and Compensation Analyst is a vital member of the Classification and Compensation Team and reports to the Classification and Compensation Manager. The Analyst is actively engaged with all MassDOT business units to support Human Resources as a whole. The Analyst is responsible for making classification and compensation determinations for both management and bargaining unit employees and in accordance with applicable civil service rules, laws, hiring and promotional guidelines. The Analyst also participates in classification and compensation surveys, data collection, organizational analysis and job specification development and provides testimony at Civil Service classification appeal hearings. This Analyst will assist the Manager in conducting research and making suggestions for collective bargaining negotiations Duties & Responsibilities * Analyzes and process requests for personnel actions including changes in staffing, the establishment and classification of new positions, classification appeals, and the authorization of special recruitment rates. * Supports collective bargaining by participating in management sessions, attending collective bargaining meetings with union officials as needed. * Conducts research and make recommendations for collective bargaining proposals. * Processes and tracks classification requests via the HR Service Portal. * Participates in weekly unit check-in meetings. * Determines appropriate classifications prior to posting via the approval process in MassCareers. * Participates in classification appeal desk audit interviews and recommends classification appeal determinations. * Prepares appeal documentation and briefs for the Labor Relations Unit. * Writes and revises job specifications by gathering information from job analysis. * Processes changes via the Human Resources Division for classification and compensation. * Testifies at Civil Service Hearings and arbitrations to provide information regarding classification appeal decisions. * Prepares promotional factor and retroactive payment information for submission to payroll. * Performs required compliance reviews and related analysis and documentation (including support for the Massachusetts Equal Pay Act, FLSA, etc.) Surveys and Training * Completes classification and compensation surveys as needed. * Assists in the delivery of classification training as needed. * Collaborates with peers in classification and compensation responsibilities. Department of Unemployment Assistance (DUA) Claims * Assists in the review and responses to DUA claims as needed. * Provides claim data and statistics to management. * Participates in meetings to discuss current state of claims submitted. * Researches and documents employee information. Preferred Qualifications * Maintain confidentiality. * Ability to perform mathematical calculations using formulas to solve problems. * Ability to communicate effectively, both verbally and in writing. * Ability to gather information by examining documents and interviewing others. * Ability to analyze and determine the applicability of data, draw conclusions and make appropriate recommendations. * Ability to work independently. * Ability to adapt to varying work situations. * Knowledge of the principles and practices of classification, compensation, and staffing. * Knowledge of the principles and practices of wage and salary administration. * Ability to conduct training and/or instruction. * Ability to present information in a clear and concise manner to diverse audiences. * Knowledge of the types and content of a wide variety of occupations common to the public sector. * Knowledge of the laws, rules and regulations governing the state personnel system. * Knowledge of Equal Employment Opportunity goals, programs, and objectives. Applicants must have at least (A) three years of full-time, or equivalent part-time professional experience in personnel work, the major duties of which include classification, staffing, job analysis and/or job evaluation, (B) of which at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below: May require possession of a current and valid Massachusetts Motor Vehicle Driver’s License at a Class level specific to assignment. Substitutions: I. An Associate’s degree may be substituted for a maximum of one year of the required (A) experience. II. Bachelor’s degree or higher may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in Personnel Management, Personnel Administration or Public Administration may be substituted for the required experience. *Education toward such a degree will be prorated based on the proportion of the requirements actually completed.
