State of Massachusetts Landscape Architect II - Charles River Basin Planner in 10 Park Plaza, Massachusetts

Job Opening: The Department of Conservation and Recreation seeks applicants for a Landscape Architect II - Charles River Basin Planner to perform the following duties: Please submit a cover letter and resume as part of the application process. * * General Statement of Duties and Responsibilities: Incumbents of positions in this series prepare project scopes, manage multi-disciplinary in-house and consultant teams, prepare landscape designs that promote the aesthetic, historic, and ecological integrity of parks, trails, pedestrian bridges, roadways, and other public lands; conduct field investigations and analyze site conditions; prepare construction and design documents; inspect construction work in progress to ensure compliance with landscape specifications; and perform related work as required. Detailed Statement of Duties and Responsibilities: The Charles River Basin Planner is focused on the geographical area of the Charles River Basin, and entails multiple responsibilities related to projects and planning efforts in the Basin, including Directly managing projects; assisting other staff in ongoing projects; liaising with External Affairs and DCR external partner organizations and other government agencies to coordinate and facilitate projects of different types as they arise.) 1. Prepares site designs and related studies and renderings for parks, trails, pedestrian bridges, parkways and other DCR public land that promote their aesthetic, historic, and ecological integrity. 2. Conducts field investigations and compiles data to analyze existing site conditions including typography, soils, hydrology and stormwater management, vegetation, wetlands and other resource areas, cultural resources, environmental hazards, legal and land use regulations and restrictions, circulation, maintenance and operations in order to prepare landscape designs. 3. Prepares design documents such as sketches, photographs, video presentations and concept plans and construction documents such as plans, details, specifications and cost estimates for landscape architectural projects. 4. Inspects construction work in progress in order to ensure compliance with site specifications and recommends alternative methods of construction or substitution of materials to resolve problems if they occur. 5. Coordinates the preparation of reports, studies, designs, and other projects and provides technical coordination among multi-disciplinary consultant teams, with federal, state, and/or local agencies, and among the Agency’s divisions and bureaus. 6. Represents the Agency at meetings, hearings, and conferences on technical matters. 7. Performs related duties such as drafting plans, maintaining records, and preparing charts, maps and reports. 8. Prepares and oversees budgets for the design and construction of Department projects. 9. Procures the services and manages the work of design consultants and construction contractors. 10. Drafts and negotiates contracts for site design, environmental permitting and engineering services. 11. Manages all aspects of design and construction contract administration including, but not limited to, progress review, cost estimate review, contract amendments and change orders, invoicing, and contract closeout. 12. Oversees several landscape projects or major projects involving complex landscape designs for environmentally sensitive sites. 13. Prepares and reviews meeting materials for public presentations and presents projects during different phases of the Agency’s public process. 14. Coordinates the work of professional and technical staff and contractors in order to implement landscape design and construction projects. 15. Liaises, coordinates, and collaborates with Dept. partner organizations and other government agencies on projects. 16. Perform other duties and/or projects assigned. Preferred Qualifications: 1. Registered Landscape Architect (RLA) in the Commonwealth of Massachusetts. 2. Strong experience with word processing, graphics, spreadsheet, statistical analysis and geographic analysis software. 3. Demonstrated knowledge of the Commonwealth's natural and cultural resources. 4. Demonstrated knowledge of applicable Commonwealth environmental agencies, laws, polices, and regulations. 5. Working knowledge of the organization and operations of municipal governments and environmental nonprofits, state and local environmental permitting and land use planning initiatives. 6. Superior organizational and team building skills, including the ability to coordinate and lead diverse teams of individuals towards cooperative management goals and objectives. 7. Superior skills to identify key partners and collaborations to achieve desired objectives. 8. Superior oral communication skills, including public speaking and meeting design and facilitation. 9. Ability to effectively gather public input, including scheduling, organizing and leading large public forums. 10. Superior writing skills and ability to synthesize information in written form. 11. Superior skills to evaluate issues and problems and develop workable, positive solutions. 12. Superior skills to identify and assess key project needs and objectives and identify appropriate means and directions to achieve goals and objectives. 13. Superior skills in managing heavy workloads, establishing priorities, and making recommendations to upper management regarding feasible goals and objectives. 14. Flexibility to travel throughout the state and attend evening and/or weekend meetings. Access to reliable transportation to and from DCR and non-DCR sites, conferences. etc. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the development, implementation, and/or evaluation of landscape architecture work of which (B) at least three years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree in landscape design or landscape architecture may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree in landscape design or landscape architecture may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
