State of Massachusetts Human Resources Liaison Assistant in 600 Washington Street, Massachusetts

The Department of Transitional Assistance (DTA) is seeking resourceful multitaskers for the position of Human Resources (HR) Liaison Assistant. Our ideal candidate will support and coordinate day to day HR operations including recruitment, reporting, HR communications and payroll changes. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Provide administrative support to HR recruitment efforts to include, but not limited to the recruitment and processing of prospective employees, reference checks, hiring documents, onboarding, performance evaluation compliance and agency staffing plan. * Coordinate large hiring classes; collaborate with hiring managers on the pre-offer process for all BERSW AB positions. * Coordinate DTA orientation to provide new hires with the knowledge and resources needed for successful employment through the DTA orientation process. * Provide EHS Human Resources with all payroll changes transactional forms for transfers, work schedule changes, educational incentives and/or bilingual differentials. * Coordinate the employee separation process; provide required documents to employees, EHS Human Resources, inform appropriate staff/Agencies on separations, and maintain agency wide tracking. * Assist HR Liaison to monitor the performance appraisal systems, EPRS and MassPerform. * Maintain organizational charts for the agency. * Maintain SERV Program and Blood Donation Leave for the agency. * Work collaboratively with Budget to ensure all positions are identified accurately for budget spending cost purposes. * Coordinate agency wide communications as necessary. * Maintain agency staffing sheet and update biweekly for distribution to appropriate managers. * Serve as point of contact for HR administrative support for all staff in coordination with the HR Liaison and EHS Human Resources * Assist HR Liaison with special projects as needed. /_Required Qualifications:_ / * Knowledge of human resource discipline and/or prior experience with recruitment. * Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. * Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations. * Ability to gather information through interviewing individuals and by examining records and documents. * Ability to assemble items of information in accordance with established procedures. * Ability to prepare general reports and maintain accurate records. * Ability to communicate effectively in oral and written expression. * Ability to establish rapport and maintain harmonious working relationships with persons from varied ethnic, cultural and/or economic backgrounds. * Ability to exercise sound judgment and discretion in handling confidential information. * Knowledge of the principles, practices, and techniques of supervision. /_Preferred Qualifications:_/ * 2 years of experience in Human Resources. * Bilingual or multilingual fluency. * Excellent organization and time management skills. * Self-motivated, proactive, and results-oriented. * Ability to demonstrate resourcefulness and problem-solving skills. * Excellent interpersonal skills and team player. * Strong communication skills, both oral and written. * Ability to handle high level of confidential information. * Intermediate level knowledge of MS Office (Word, Excel, PowerPoint) and Outlook. _Agency Mission:_ The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth.
