Job Summary

The UMass Extension Nutrition Education Program (NEP), a 57-position unit of UMass Amherst, provides nutrition education for low-income families and individuals from offices in Boston, Lawrence, Raynham, Auburn, and Springfield, with administrative offices at UMass Amherst and the Mount Ida Campus of UMass Amherst in Newton. NEP has two component programs, both federally-funded: the Expanded Food and Nutrition Education Program (EFNEP) and the Supplemental Nutrition Assistance Program Education (SNAP-Ed). SNAP-Ed is administered in Massachusetts by the Mass. Department of Transitional Assistance (DTA). UMass Extension is a statewide educational outreach program of UMass Amherst, part of the Center for Agriculture, Food, and the Environment (CAFE).

The Finance and Personnel Director manages the financial and personnel operations of the UMass Extension Nutrition Education Program and serves as key advisor to Program Director. The position oversees financial record-keeping for expenditure of federal, state, contract, trust and gift funds, including database development, maintenance, and integration with University systems. Identifies needs, develops and implements financial management policies and procedures, and directs communication between program, local unit offices, and business functions of the University.

Essential Functions

  • Develops budgets, fiscal projections and related reports in compliance with program, university, state and federal regulations, policies and procedures.

  • Develops, implements, and enforces financial management policies throughout unit.

  • Serves as expert resource to program and project leaders in budget development, personnel issues and compliance with University, state and federal regulations, including adherence to labor contract terms and regulations.

  • Develops and monitors fiscal management and reporting systems and their successful integration with broader University systems. Develops, monitors and maintains financial records and services for NEP. Supervises non-exempt staff providing bookkeeping, purchasing, and personnel support.

  • Oversees and monitors personnel actions.

  • Consults with University officials (College of Natural Sciences (CNS) Finance and Human Resources, Labor Relations, Unions, Personnel Administrator) to clarify University policies regarding personnel issues. Relays information to program leadership, professional supervisory staff, and assist with the implementation of policies.

  • Works in partnership with colleagues within the CNS community and across the campus to support the Dean’s strategic priorities.

  • Performs other related duties as assigned in support of the mission and goals of the College of Natural Sciences.­­­

    Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor’s degree and two (2) years’ working experience in financial management.

  • Ability to analyze financial data and report findings.

  • Demonstrated understanding of grant and contract regulations for budget development.

  • Familiarity with personnel management processes and systems.

  • Strong and demonstrated written and verbal communication skills.

  • Technical proficiency in spreadsheet applications and a working knowledge of database applications.

  • Ability to work independently to organize multiple tasks and set priorities for action, take initiative, be creative, and operate with self-direction in a fast-paced office environment.

    Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Master’s degree in a relevant field.

  • Demonstrated leadership in financial management in a complex organizational environment.

  • Demonstrated experience with hiring, evaluation, and other personnel issues.

  • Demonstrated experience working with confidential information and/or sensitive issues.

  • Previous supervisory experience.

  • Experience working in higher education environment.

  • Experience working in University of Massachusetts Amherst.

    Additional Details

  • Depending on the preference of the successful candidate, this position may be located on either the UMass Amherst campus or the Mount Ida Campus of UMass Amherst in Newton.

    Work Schedule

  • Monday – Friday, 8:30 am – 5:00 pm.

  • This position has the opportunity for a hybrid work schedule, which is defined by the University as an arrangement where an employee’s work is regularly performed at a location other than the campus workspace for a portion of the week. As this position falls within the Professional Staff Union, it is subject to the terms and conditions of the Professional Staff Union collective bargaining agreement.
