Raytheon has an opportunity for a Government Property Specialist to support the AN/SPY-6 programs within the Naval Systems & Sustainment SSBU portfolio within the Naval Power Strategic Business Unit. The AN/SPY-6 programs include the Hardware Production & Support (HP&S) program and Integration & Production Support (I&PS) program which provides Naval Sea Systems Command both the Air and​ Missile Defense Radar (AMDR) and the Enterprise Air Surveillance Radar (EASR) as well as the engineering support to Government land-based assets.

As a Government Property Administrator for the AN/SPY-6 programs you will contribute to a fast-paced innovative team and work closely with Property and Logistics functional management, Defense Contract Management Agency (DCMA), suppliers and other Raytheon functions that contribute to the compliance of the Property Management System. The role will administer and/or maintain aspects of the Property Management System including support of multiple property lifecycle areas (i.e., acquisition, identification, utilization, maintenance, inventory, subcontractor control, relief of stewardship or contract closure).

What You Will Do:

  • Develop and implement tactical objectives.

  • Make recommendations and influence process and system solutions.

  • Facilitate initiatives to streamline and integrate processes to achieve best-in-class reliable solutions and ensure contract requirements are met.

  • Primary point of contact for all program matters related to the management of government assets to include Special Test Equipment, Equipment, Special Tooling and Material.

  • Effectively and frequently communicate with Property and Logistics functional management, Defense Contract Management Agency (DCMA), suppliers and other Raytheon teams.

  • Create training material tailored to audiences such as program leadership, engineering, lab management and other functional organizations.

  • Support a culture of improvement and efficiency into the Logistics / Property organization driving innovative solutions and affordability.

  • Interpret contract language and clauses as it pertains to property management.

  • Manage program support for all IUID requirements.

  • Travel to various sites to conduct inventory and other property related tasks.

  • Domestic travel not more than 25%.

  • Comply with all regulations and internal/external audit protocols.

  • Act based on metrics that drive and/or affect the property system.

  • Daily interaction with other teams, programs, and Business Units (BU’s) to maintain and meet organizational goals and objectives.

  • Collaborate for continuous learning and sharing with other individuals within the organization to continuously raise business and property acumen.

  • Support DCMA and internal and external customer audits.

  • Obtain National Property Management Association, CPPS certification within 2 years of employment.

Qualifications You Must Have:

  • Ability to obtain and maintain a U.S. government issued security clearance is required.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Minimum 4 years experience working in a logistics, government property, operations and/or supply chain role.

  • Knowledge of Federal Acquisition Regulations (FAR).

  • Microsoft Office Excel and PowerPoint.

  • Typically requires a university degree or equivalent experience and minimum 5 years prior relevant experience, or an advanced degree in a related field and minimum 3 years experience.

Qualifications We Value:

  • Experience in Federal Acquisition Regulations (FAR) compliance areas including interpreting and implementing FAR and DFAR contract property requirements.

  • Working knowledge of SAP (APEX, PRISM) and/or Government reporting systems i.e. WAWF, GFP Module, PIEE.

  • Knowledge of database architecture and management.

  • National Property Management Association (NPMA) Certifications CPPS/CPPA/CPPM.

  • Six Sigma/CORE certification or other equivalent.

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
