Mercury Systems Proposal Development Manager in Andover, Massachusetts

In this role, you have the opportunity toJoin an experienced, and fast-growing organization tasked with supporting the Mercury Processing Division and underlying business units to drive profitable growth in conjunction with the capture team. You will support the fastest-growing area of secure and trusted computing in Mercury Systems. Leverage working closely with multiple business and technical teams to analyze complex business opportunities. You will be focused on defense program business objectives within Mercury's Edge and Embedded Processing groups, as well as the strategic priorities of the organization. It is important to understand the business capture and proposal process and be very analytical with problem-solving skills to help identify, communicate and resolve issues. You are responsible for• Analyzes solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications and determine final document structure.• Develops and maintains proposal management-related artifacts for each opportunity, including kickoff materials, master outline, compliance matrix, schedule, writing instructions, daily stand-up agenda, proposal team contact list, action items, and review team coordination for assigned pursuits.• Ensures the proposal is compliant with all RFP and amendment requirements. • Oversees proposal production activities including coordinating editing, printing and binding, and proposal delivery.• Establishes and enforces the proposal schedule and directs day-to-day proposal management activities. • Facilitates daily standup meetings to track status of assignments and other actions assigned. Develops detailed proposal schedule and ensures adherence to all deadlines• Leads pre-RFP activities, developing schedules, organizes resources, reviews RFP, ensures compliance. Conducts proposal and contract reviews with management.• Implements corporate proposal policies, procedures, methods, operating practices, and functional performance standards to facilitate effective implementation within the business unit. • Maintains version control throughout RFP response lifecycle and ensures proposal artifacts are current at all times• Works with corporate Capture and Proposal team to coordinate activities involved in the development and revision of proposals.• Communicates proposal-related requirements and status with senior management, as appropriate.• Establishes and maintains effective working relationships within the department, the Business Units, Division and the Company.• Coordinates with corporate functional departments for proposal content, compliance, and format. To succeed in this role, you should have the following skills and experience• BA/BS with minimum 3 years of proposal related activities (can be substituted with direct years of experience). • Working knowledge of the FAR/DFARS and the ability to read and interpret Government Synopsis, Request for Proposals (RFP), Request for Information (RFI), Request for Quotes (RFQ) and Solicitations.• Formal proposal training and/or certifications (APMP, Shipley) • Experience in Prime and/or Government proposal management for DoD Security solutions and procurements is preferred• Understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines, compliance matrices, storyboards, mock-ups and schedules, coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines• Ability to effectively coordinate on site/in-person and off site/largely remote proposals• Experience managing large, complex, and highly technical proposals with many stakeholders, and multiple interrelated plans dealing with technical, management, staffing, pricing, quality, and past performance.• Strong planning, organization and communication skills - able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates• Must be a team player, self-starter, and able to work with minimal direction to meet deadlines.• Ability to remain upbeat, positive, and constructive within a dynamic environment operating with high-pressure deadlines• Must be available for overtime, weekend work and travel when necessary to support proposal, review, and delivery timelines.• Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes• Working knowledge in MS Word, Excel, PowerPoint and SharePoint or other proposal collaboration tools• Ability to obtain Secret security clearance with current clearance preferred• Must be willing to travel up to 10% of the time Why should you join Mercury Systems?
