Responsibilities As a SUPERVISORY INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties: -Serve as the most Senior Regional Subject Matter Expert and leader of the industrial security mission in the region. - Applies expert knowledge and quantitative and/or qualitative methods for assessment and improvement of complex management processes and systems. - Creates internal procedures and developing internal management controls to identify resource requirements and establishes controls to monitor the quality of work as it relates to the industrial security program. - Applies a consistent application of policy and procedure in identifying and mitigating vulnerabilities at cleared industry that could result in the loss or compromise of classified information. - Formulates recommendations for use by NISP Senior management concerning policy, operational direction, requirements and/or modifications of workforce structure, hiring needs, resource allocations, and operational guidance on a continuing basis. - Establishes field goals and objectives, and periodically assess progress in meeting these goals throughout the field. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Extensive experience as a Subject Matter Expert in all aspects of the National Industrial Security Program (NISP); DoD Program for Safeguarding Conventional Arms, Ammunition, and Explosives; Critical Infrastructure Protection; Research and Technology Protection; Counterintelligence; and vulnerability identification and mitigation. Extensive managerial/supervisory experience including leading and formulating and applying effective analytical approaches to technical issues with multiple dimensions and complexity and establishing investigation/facility workload plans; collaboration and communication with senior government/industry leaders to educate and recommend courses of action to address the potential threats to the loss or compromise of critical technologies or services in the hands of industry; and establishing and achieving organizational goals. Specifically you will be evaluated on the following competencies: 1. Vulnerabilities Assessment and Management - Conducts assessments on threats and vulnerabilities, determines the level of risk, and develops and recommends appropriate mitigation countermeasures in operational and non-operational situations. Conducts assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities. 2. Problem Solving - Identi?es and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ e?ective recommendations, based on potential implications of ?ndings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. 3. Developing Others - The ability to develop others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods, enabling employees to address skill gaps and realize their highest potential. Actively encourages and supports enhancement of a joint perspective. 4. Accountability - Fosters and ensures an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Monitors progress and evaluates outcomes to improve organizational e?ciency and e?ectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-e?ective results. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes. Complies with established control systems and rules. 5. Communications - Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
