Position Summary The incumbent for this position will be involved in the review of bridge projects and permit applications. He, or she, in coordination with the Assistant District Bridge Engineer (Structural Review), will have the responsibility for reviewing of Bridge Plans, Specification and Cost Estimate (PS&Es) for bridge replacement, bridge rehabilitation and other bridge improvement projects and for supporting the district's bridge maintenance and preservation programs. He, or she, will also be involved in evaluating structural adequacy for the safe continued use of damaged or deteriorated bridges. He, or she, will support resolution of construction issues. The incumbent will also be responsible for reviewing projects developed by municipalities in accordance with MGL Chap 85 Section 35, provided they are projects that E-11-004 allow for District review and approval. The incumbent of this position will act as structural reviewer and will be responsible for reviewing consultant prepared bridge designs, plans and specifications for conformance with AASHTO Bridge Design Code and MassDOT Standards. Incumbent will recommend approval or rejection to those with signatory approval as per E-11-004. The Senior Structural Reviewer shall possess relevant working experience in design, bridge construction, project development and/or bridge inspection. Incumbent for this position shall have understanding and working knowledge of Mass DOT Bridge Manual, the Project Development and Design Guide, the Standard Specifications for Highways and Bridges and the Construction Standards. Incumbent for this position shall have knowledge and understanding of National Bridge Design Codes, National Bridge Inspection Standards and MassDOT Bridge Management System. Under the direction of the Assistant District Bridge Engineer (Structural Review), the incumbent will perform duties related to design, inspection, repair, and preservation of MassDOT bridges, buildings and related facilities. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Duties and Responsibilities * Responsible for structural design adequacy review of consultant designed bridge rehabilitation calculations submitted to the District 4 Bridge Section for review. * Responsible for recommending approval to those with signatory approval as per E-11-004. Applicable MassDOT and ASSHTO standards shall be utilized to verify structural adequacy of proposed bridge projects. * Responsible for reviewing the construction drawings of consultant designed bridge rehabilitation and replacement projects to ensure the drawings are comprehensive, clear and result in constructible bridge projects. * Responsible for performing or overseeing the reviews of Preliminary Structures Reports, Bridge Type Selection Worksheets and Sketch Plans for bridge projects. * Reviews bridge special provisions and preliminary quantity and cost estimates for bridge projects. * Reviews existing bridge load rating reports to determine extent of required repair or replacement activities to address bridge components with substandard load carrying capacities. * Supervises subordinate engineers and provides guidance to the subordinate engineers and field staff to resolve design and constructability issues. * Evaluates the job performance of subordinates and makes recommendations for corrective or warranted disciplinary actions if required. * Provide support for work performed under the District's Scheduled and Emergency Contracts by reviewing various construction procedures such as jacking and shoring, demolition and shielding. * Coordinate resolution of construction design issues and for the response to construction requests for additional information (RFI) and field design changes (FCN). * Assist in performing structural adequacy reviews for bridges to be reconstructed by municipalities, as allowed by E-11-004. Provide recommendation for approval to those with signatory approval, when applicable. These reviews will be performed in conformance with requirements in Chapter 85 of the Massachusetts General Laws. AASHTOWare Minimum Entrance Requirements First consideration will be given to those applicants that apply within the first 14 days. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: I. An Associate’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineeringmay be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
