Overview

PROGRAM BACKGROUND:

Provide cost estimating and cost analysis support to the Aerial Networks Division (AFLCMC/HNA), Datalinks and Gateways Program Office (HNAG) at Hanscom Air Force Base, MA, supporting the Tactial Data Networks Enterprise (TDNE) and/or Common Data Link (CDL) programs.

RESPONSIBILITIES:

Perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. Analyze management problems and provide advice and insight about the probable effects of alternative solutions.

• Using cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation

• Using cost estimating outputs to assess the impact of various factors on the costs to design, research, develop, operate, maintain, and dispose of a weapon system

• Analyzing all elements affecting costs for a project of limited scope

• Analyzing contractor financial data using Earned Value Management measures of merit to determine program viability with respect to cost and schedule performance

• Using the Automated Cost Estimating Integrated Tools(ACEIT) to perform all program office estimates and analyses

• Applying cost estimating guidance including DoD, Air Force, or lower level policy, publications, supplements, manuals, etc., to produce deliverables – Cost Analysis Requirements Document (CARD), Program Office Estimate (POE) Component Cost Estimate (CCE)

• Coordinate with Air Force Cost Analysis Agency (AFCAA) and OSD Cost Assessment and Program Evaluation (CAPE) in achieving a Service Cost Position (SCP) (for MDAP/MAIS).

  QUALIFICATIONS:

• Bachelor’s Degree (BA/BS) and 10 years of experience (3 years DoD), or 15 years of experience (5 years DoD)

• Knowledge/experience with USAF Acquisition processes and policies

• Ability to effectively communicate in writing and in person is crucial to this position

• Use of MS office products and the ACEIT cost estimating tool

• Must have an active US Security clearance

  SECURITY CLEARANCE/LEVEL REQUIRED:

  Secret clearance required

  OTHER INFORMATION:

  Occasional CONUS travel may be required.
