State of Massachusetts Edp Systems Analyst III in Bedford, Massachusetts

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Provide Military Division, Army National Guard & Air National Guard staff with the necessary technical support in the day-to-day installation, maintenance, operations and management of the Activate, Respond, Recover, and Operate system (ARRO). 2. Perform system analysis, administration, configuration, and maintenance of soldiers and airmen on both ARRO and HRCMS. 3. Diagnoses and resolves problems for systems and utilities that are required to allocate, pay and track expense for State Active Duty. 4. Build and maintain SQL queries on Amazon Redshift for multiple groups to track State Active Duty, normal agency payroll, encumbrances, expenses and other reasons. 5. Responsible for handling all help desk calls from soldiers & airmen for both HRCMS and ARRO. 6. Monitors performance and status of State Active Duty emergencies through ARRO, HRCMS and Amazon Redshift SQL queries. 7. Work with ISF to solve technical issues including but not limited to uploading current data, producing missions, payrolls and reports that show up to date costs as they are entered into ARRO. 8. Work with the Commonwealth’s ITD and Comptrollers Office to solve technical issues including but not limited to uploading current data, producing pay files. 9. Work with MEMA, FEMA and other outside companies and auditors to provide data that will back up for costs that are incurred by the Military Division during emergency events. 10. Maintain and administer current applications for workstation, laptop, and device security, provide software recommendations, application installation, and staff training and technical support. 11. Ensure that the ARRO system and related infrastructure is available to National Guard & Military Division employees with minimal downtime. 12. May act as a project leader on assigned projects overseeing other technical staff & support personnel. 13. Maintain relationships with MIL and National Guard employees as they relate to the ARRO, HRCMS and Amazon Redshift systems. 14. Interact with user community, staff and management, and provide informal training to technical staff at facilities in the proper use of network hardware and software. 15. Responsible to keep up-to-date technically through reading technical magazines, software manuals, and training courses. 16. Other duties as assigned. QUALIFICATIONS REQUIRED AT HIRE 1. Five (5) years technical experience. 2. Understanding and working knowledge of Excel, Microsoft Power Query Editor and Access required. 3 . Understanding and working knowledge of SQL language, Amazon Redshift, ODBC drivers is preferred. 4. Understanding and working knowledge of Windows Operating System is preferred. 5. It is preferred that the candidate will have knowledge of or experience with HRCMS. 6. The ability to multitask and work with several entities and functions. 7. The ability to produce reports on many or all of the above programs and organize or upload that documentation. 8. The ability to diagnose issues when converting files to new formats and the ability to correct those errors to complete tasks. 9. The ability to train staff from the Massachusetts Military Division, Army and Air National Guard on HRCMS, SSTA and ARRO. 10. The ability to convert files from one format to another and maintain that data to allow uploading to various systems. 11. Excellent written/verbal communication, creative and interpersonal skills. 12. Ability to work in a team environment as well as individually. Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below. SUBSTITUTIONS: I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.* IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.* V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience. VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitution will be allowed for more than two years of the required (A) experience. NOTE: No substitution will be allowed for the two years of the required (B) experience.
