Job Description

As a member of MITRE's Health Innovation Center within MITRE Labs of the MITRE Corporation, the successful candidate for the Health Behavioral and Social Science, Department Manager (DM) will be a critical member of the management team, accountable for managing and leading people, operational processes project and organizational budget and the mission results of the individuals within the Department. Responsible for Health Behavioral and Science Department growth in the work across FFRDC’s and through MITRE Lab’s direct delivery. Responsible for Departmental team and organizational culture to be consistent with MITRE’s vision, mission and strategy.

The Health Behavioral and Social Science Department, DM functions as a trusted advisor to sponsors and internal customers on enterprise-wide major initiatives and organizational priorities. As such, this position requires strong technical background in the Theories and practice of one or the many domains within Behavioral and Social Sciences as it relates to health applications such as health communication science, equity, public health or other. Additionally, quantitative disciplines such as economics will be a capability of this Department. The Department Manager requires strong business acumen, management and leadership skills. This position requires subject matter expertise in how qualitative and quantitative capabilities within this Department are relevant and provide impact to federal health programs within HHS, CMS, VA, DoD and others.

This DM oversees a multi-disciplinary team that applies scientific theory and methods to plan and conduct research that results in deeper understanding of the cognitive functions, beliefs, perceptions, and behaviors of individuals and groups. This team also applies qualitative and/or quantitative methods to compile data, analyze data, interpret findings, draw data-driven conclusions, and develop/deliver data-driven, evidence recommendations.

This DM will oversee the part of the team that collects and analyzes economic data on economic conditions used in studies and reports the results to management. Prepares reports discussing economic forecasts and their impact on the health industry and the organization. Provides advice on a variety of economic issues or economic subspecialties: Financial, Microeconomics, Macroeconomics, Behavioral Economics.

Key Functions:

  • Accountable for the vision and strategy for this Department to build a work program across FFRDC’s and MITRE Lab’s Direct.

  • Provide Health Behavioral and Social Science leadership to MITRE’s various projects and programs that address populations, equity, communication, economics and other.

  • Advise MITRE projects, sponsors and others in the areas of Health Behavioral and Social Science, health economics, equity, health communication science and others. This advice is based on being recognized for comprehensive understanding of industry or government principles, strategies, technique, standards or other elements.

  • Oversee and develop technical products such as research papers, briefing papers, and recommendations for program implementation and direct complex research, planning and development projects.

  • Work closely with senior government officials to advance the strategic and innovation goals of this Department.

  • Manage the department and oversee the quality of deliverables for relevant tasks and projects.

  • Models corporate values and cultural attributes behaviors: speed, risk-taking, adaptability, collaboration, and grace and respect, and holds their people accountable for demonstrating the same to ensure continuous improvement within the department and on all aspects of the department's work program.

  • Lead and manage department's personnel activities: including: identification, recruitment, development, and retention of personnel required to realize the department's mission, vision, strategy, goals, and objectives; preparation of staff performance assessments, salary adjustment recommendations, and promotions; adjudication of staff grievances, issues, and conflicts. Manage oversee, and reconcile the department's budgets and expenditures.

  • Participate as an active member of the Health Innovation Center Division Management team, influencing division level decision making, leading Division level initiatives, represent the Division in external activities and serve as acting Division Director as needed.

Required Qualifications:

  • Experience in policy and regulation creation, evaluation, planning including the use of technology in these activities.

  • Experience directly related to planning, coordinating, and evaluating health programs; developing, directing, and administering policies and programs addressing health issues; and thinking critically to design and lead strategies that anticipate potential problems or challenges and maximize the impact of health programs.

  • Demonstrated ability to lead federal health projects, and provide high quality policy advice to senior federal agency personnel.

  • Experience providing healthcare thought leadership.

  • Experience developing and building a high quality federal health policy team, including strategic planning, hiring and development.

  • Demonstrated management experience.


  • A terminal degree (JD, MD, PhD) or advance degree in health focused behavioral and social sciences or other health fields.(ex: MPH, Economics).

  • Expert in program design and implementation of federal programs, with a distinguished record of demonstrating innovative approaches to healthcare problems, and successfully implementing changes to federal healthcare programs.

    Minimum Education/Experience:

  • Advanced degree and 10 years of related experience.
