MITRE is seeking an experienced Medicaid Healthcare Program Analysis and Transformation Lead with consulting, leadership, and management skills. Specifically, MITRE is looking for an individual with demonstrated expertise in Medicaid and CHIP policy and program operations at the federal and state levels. The candidate best suited for this position will provide subject matter expertise and leadership to complex client engagement teams on delivery work for the Center for Medicare & Medicaid Services (CMS). This work focuses on supporting complex policy issues and program operations transformation in Medicaid and CHIP. This position requires experience interacting with senior level leaders and the ability to demonstrate significant subject matter expertise in Medicaid and CHIP with respect eligibility, enrollment, value-based care, and program operations as well as experience in enhancing the federal-state partnership inherent in these programs. The position provides an exciting opportunity to support the Centers for Medicare & Medicaid Services (CMS) and states while making a substantive impact in the Medicaid and CHIP programs.

As a member of MITRE’s Medicare | Medicaid Coverage, Payment & Equity Department, a successful candidate in this role would serve as a trusted advisor focusing on ensuring the health and success of our nation's Medicaid and CHIP programs.

The successful candidate will perform the following functions:

  • Partner with CMS to enhance the partnership between the federal and state governments.

  • Provide strategic expertise and advisement on a variety of areas of Medicaid and CHIP policy (e.g., eligibility, enrollment, financing, value-based payment, monitoring, etc.)

  • Advise sponsors on ways to achieve higher quality and better Medicaid and CHIP program outcomes through use of policy, data, systems, monitoring, analysis and reporting capabilities.

  • Lead proactive sponsor stakeholder engagement among federal and state government officials.

  • Support federal and state government leaders in better achieving outcomes in Medicaid/CHIP and assessing effectiveness of processes in advancing priorities.

  • Provide deep analysis on a wide variety of Medicaid and CHIP policy areas, financing, and impact to support sponsors in making informed decisions.

  • Apply subject matter knowledge related to Medicaid/CHIP policy, program operations, or IT systems to achieve project objectives and to contribute to impactful outcomes.

  • Lead development of data-based analyses to support priority initiatives and workstreams.

  • Develop briefing papers, options, actionable recommendations, reports, executive summaries, and other ad-hoc deliverables.

  • Review and apply federal Medicaid and CHIP rules and regulations, taking into consideration state Medicaid and CHIP operations.

  • Provide strategic leadership in emerging areas of impact on Medicaid and CHIP programs, including but not limited to legislation, evolving trends, and potential interaction with other programs at the state and federal levels (e.g., Medicare, SNAP, TANF, etc.).

Basic Qualifications:

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.

    Required Qualifications:

  • Familiarity with applying Medicaid and CHIP federal rules and regulations and understanding of impact of changes.

  • Experience with state Medicaid and CHIP program operations.

  • Demonstrated expertise in Medicaid eligibility, enrollment, benefits, value-based care, or financing policy and program operations requirements.

  • Demonstrated expertise in providing technical assistance to federal healthcare programs and/or state Medicaid agencies with a focus on Medicaid/CHIP policy and operations.

  • Experience designing and developing high quality deliverables and effectively working within a multidisciplinary team to ensure exceptional performance.

  • A track record of working within large complex engagements according to scope, work plan, quality standards, and budget.

  • Proven ability to work collaboratively within a team to come up with creative and proactive solutions for complex challenges.

  • Ability to work comfortably in ambiguous and changing situations.

  • Ability to be flexible and change approaches to best meet the needs of projects.

  • Ability to support development of others by delivering key performance feedback, mentoring, coaching, and demonstrating role-model behavior.

  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment.

  • Strong oral and written communication skills, including executive leadership presentation skills (MS Visio, MS PowerPoint).

    Preferred Qualifications :

  • Master’s Degree in a related field (e.g., public policy, finance, business administration, public administration).

  • Proven experience as a leader working with senior federal government, state Medicaid agencies, and vendors or other stakeholders in implementing Medicaid program requirements in alignment with federal requirements.

  • Strong project management experience, with a track record of successful leadership and execution of large complex engagements on time and on budget.

  • Proven experience in leading Medicaid and CHIP policy analysis, decision-making, implementation, and monitoring/oversight activities.

  • Experience in creating options and recommendations from findings, making decisions based on data, and implementing data-based solutions.

  • Expertise in a variety of Medicaid and CHIP program areas from state, federal and/or vendor perspectives.

  • Experience with virtual teams and tools used to facilitate virtual communication (e.g., Slack, Microsoft Teams, Mural).

Salary compensation range and midpoint:

$107,200 - $162,400 - $211,200 Annual
