Summary

Incumbent serves as the Human Resources Assistant (ER/LR) in the Employee and Labor Relations (ER/LR) section of the Human Resources Management Service, and functions within a complexity level 3, University affiliated Medical Center with approximately 1300 employees and students.

Responsibilities
  • assists the Employee/Labor Relations Specialists by reviewing files for disciplinary actions, grievances, appeals, Unfair Labor Practices (ULPs), etc. to gather information;
  • establishes and maintains logs and files for disciplinary actions, grievances, appeals, union demands to bargain, unfair labor practice changes, etc.;
  • advices on the need for compliance with labor agreements/laws as needed;
  • informally resolves recurring issues by explaining basic HR policies;
  • assists in the preparation of the management's defense packets;
  • responds to first line questions regarding leave, performance management, and awards;
  • assists ER/LR Specialists by administering basic leave and entitlement programs;
  • obtains, inserts, and corrects missing and incorrect data in an automated HR system;
  • plays a large role in yearly tracking of performance appraisals and proficiencies;
  • performs basic review of awards documentation to ensure all requirements are met;
  • refers union demands to bargain to the VA organization(s) and/or service and the appropriate ER/LR Specialist;
  • coordinates between VA organization(s) and/or service and the appropriate union(s)for review of new or revised policies, establishes suspense dates, and follows-up with the status;
  • delegates authority and ensures for the centralized credentialing program of all dependent providers; licensed, registered, and certified healthcare professionals;
  • provides guidance and instruction to hospital staff in completing required documentation of establishing privileges for Healthcare Providers;
  • manages provider applications (initial and renewals) for the credentialing within the facility;
  • assures hospital staff and appropriate staff are informed of program changes, new regulatory requirements and policies and procedures pertaining to the credentialing process; and
  • serves as the subject matter expert in the field of credentials for dependent providers.

Work Schedule: Monday - Friday; 7:30 am to 4:00 pm Physical Requirements:Work is generally sedentary. Work requires sitting, walking, standing, bending, and/or carrying light items Promotion Potential: The selectee may be promoted to the full performance level (GS-07) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: assists specialists with actions, projects, and reports; gathers, reviews, consolidates required paperwork associated with a variety of actions; provides administrative and technical direction and support to the Credentialing and Privileging Unit; delegates authority and ensures for the centralized credentialing program of all dependent providers; licensed, registered, and certified healthcare professionals; assures hospital staff, and appropriate administrative staff are informed of program changes, new regulatory requirements and policies and procedures; and, ensures primary source verification to include but not limited to licenses, certifications, board certification and continuing medical education credits.

There is no educational substitution for the GS-06 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
