Department Summary:

The MITRE IRS Business Transformation Department is searching for a Principal Human-Centered Engineer to help expand and improve our growing business transformation portfolio. The Principal Human-Centered Engineer focus will be to serve as a subject matter expert to the IRS & Tax Administration Division to apply leading practices in Human Centered Design (HCD), Customer Experience (CX) and their related disciplines to deliver high-quality solutions to sponsors. Collaboration, teaming, and interpersonal skills are imperative. In addition to working directly with sponsors executing their mission as Project Leader or Technical Leader, the Principal Human-Centered Engineer works across the division ensuring projects are using tax administration data, methods, and technology effectively to improve government mission outcomes. The Principal Human-Centered Engineer leads by example by being an expert in one or more areas of technical relevance to the division. The successful candidate will work closely with the Department Managers to ensure that a meaningful, coherent vision is realized across government projects and independent research efforts.

Roles & Responsibilities:

The ideal candidate will have experience developing and deploying business processes; experience working in a data-intensive environment, will be familiar with key data management concepts and considerations; experience acting as a leader for project teams; experience proposing, conducting, and documenting analyses of operations for business re-engineering.

As the operator of Federally Funded Research and Development Centers (FFRDCs), MITRE’s focus is early-stage development and design. We deliver prototypes and engage at executive ranks to set agency technical strategy. The Principal Engineer ensures the sponsor strategy and execution stays on track for success.

The HCD Engineer will have the following responsibilities:

Technical Leadership

  • Apply in-depth technical expertise on HCD, CX, Human Factors Engineering (HFE), and the related disciplines to key sponsor projects and initiatives

  • Partner with project leaders and division leadership to develop tools, frameworks, and repeatable processes to apply leading, interdisciplinary principles and practices for incorporating customer focus into sponsor initiatives and MITRE work products

  • Work with division leadership to build and maintain awareness of the opportunities to apply CX Transformation, Digital Transformation, HCD, and related disciplines across work programs

  • Partner with project leaders and division leadership to identify and leverage opportunities to integrate projects, department work programs, and sponsors to facilitate knowledge-sharing, identify and implement best practices for HCD and CX Transformation, and to improve MITRE’s impact in helping sponsors achieve key mission outcomes.

  • Work with division leadership and project leaders to build knowledge and skill sets toward applying CX and HCD concepts into the sponsor work program.

Technical Quality and Delivery Excellence

  • Support division leadership, project leads, and team members in the successful application of HCD, CX Transformation, and HFE principles and practices to embed a customer focus into the relevant aspects of the work program including work shaping, quality review and delivery

  • Support department and division leadership to develop and implement the guidance and practice of embedding the transfer of MITRE skills and knowledge to the sponsor into the project planning and execution processes

  • Identify and facilitate the development and application of innovative, mission-focused approaches and solutions for applying HCD, CX, and HFE to the sponsor work program

  • Support the department and division leadership in shaping input to, and leveraging results from, the MITRE Innovation Program and MITRE Platform programs to meet sponsor needs in CX, HCD, and HFE

  • Bring relevant information and knowledge back to the division toward application of leading practices in HCD, CX, and HFE to sponsor work programs

Cross-MITRE Engagement and Thought Leadership:

  • Develop, maintain, and strengthen existing partnerships across the MITRE Innovation Centers, focusing on partnerships with MITRE components with disciplines that provide leading practices in HCD, CX transformation, and related disciplines to ensure that MITRE leverages its talent and capabilities to work programs

  • Work across MITRE Program and Innovation Centers to build a coalition of CX Transformation practitioners who partner on developing CX Transformation guidance and resources that enable both MITRE and sponsor adoption and reuse of customer-focused principles and practices.

  • In partnership with the Center for Data-Driven Policy, provide thought leadership and policy subject matter expertise on the topics of Customer Experience and the related disciplines for its successful implementation (e.g., HCD, HFE, Agile, Digital Transformation), including providing insights and feedback to government policy leaders, publishing policy position papers, and convening events on CX Transformation topics and issues.

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience in human factors, human computer interaction, engineering, business, or equivalent combination of related education and work experience.

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.

  • Ability to understand, balance, and articulate both strategic and tactical planning with demonstrated ability to strategically synthesize complex topics and analytical results

  • Ability to engage with executive and C-suite levels

  • Strong written and verbal communications skills with ability to tailor message for a specific audience

  • Experience developing and delivering innovative approaches to conveying information in a manner that can drive decision making and action

  • A passion for learning and for helping others to learn

  • Comfort with ambiguity and organizational change

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Ability to obtain and maintain IRS Suitability clearance

  • 5 + years of research experience

  • Knowledge of Executive Order 14058 and efforts across government to meet its requirements

  • Technical depth and stature in applying collaboration theory, human centered design, and systems engineering knowledge

  • Track record of successful utilization of systems engineering, human-centered design, and social science methods in conducting research.

  • Ability to develop trusted networks and collaborate with others to plan/execute research and align its outcomes with sponsor needs and technical challenges.

  • Ability to improve the quality and outcomes of large, complex, and multiple research efforts
