Department Summary:

The MITRE IRS Business Transformation Department is searching for a Lead Human-Centered Engineer to help expand and improve our growing business transformation portfolio. The Lead Human-Centered Engineer focus will be to serve as a subject matter expert to the IRS & Tax Administration Division to apply leading practices in Human Centered Design (HCD), Customer Experience (CX) and their related disciplines to deliver high-quality solutions to sponsors. Collaboration, teaming, and interpersonal skills are imperative. In addition to working directly with sponsors executing their mission as a Technical Leader, the Human-Centered Engineer works across the division ensuring projects are using tax administration data, methods, and technology effectively to improve government mission outcomes. The successful candidate will work closely with the leadership to ensure a meaningful, coherent vision is realized across government projects and independent research efforts.

Roles & Responsibilities:

As a member of the Internal Revenue Service (IRS) Business Transformation department, you will work on multidisciplinary teams to provide technical capabilities in the areas of strategic management, performance management, business process engineering, customer experience, and human capital development. Your focus will be to serve as a subject matter expert to the IRS & Tax Administration Division to apply leading practices in Human Centered Design (HCD), Customer Experience (CX) and their related disciplines to deliver high-quality solutions to our sponsors. Collaboration, teaming, and interpersonal skills are imperative. You will be expected to provide strategic guidance to senior level sponsors by:

  • Defining vision, mission and business goals and objectives

  • Developing enterprise performance management & measurement plans that increase sponsor effectiveness in achieving mission outcomes

  • Collaborating with sponsors to develop and deploy transformational capabilities that improve efficiency in business operations

  • Supporting sponsor’s ability to adapt and innovate in the face of emerging threats and opportunities

  • Positioning human capital organizations to meet the needs of the transformed operations

  • Conducting user research to identify opportunities to improve user experiences resulting in higher taxpayer satisfaction measures

Basic Qualifications:

  • Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; in human factors engineering (HFE), human computer interaction, engineering, business, or a related field

  • Ability to understand, balance, and articulate both strategic and tactical planning with demonstrated ability to strategically synthesize complex topics and analytical results

  • Demonstrated ability to engage with executive and C-suite levels

  • Strong written and verbal communications skills with demonstrated ability to tailor the message for a specific audience

  • Experience developing and delivering innovative approaches to convey information in a manner that can drive decision making and action

  • A passion for learning and for helping others to learn

  • Demonstrated comfort with ambiguity and organizational change

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Ability to obtain and maintain IRS Suitability clearance

  • Knowledge of Executive Order 14058 and efforts across government to meet its requirements

  • Technical depth and stature in applying collaboration theory, human centered design, human factors engineering, and systems engineering knowledge

  • Demonstrated track record of successful utilization of systems engineering, human centered design, and social science methods in conducting research

  • Demonstrated ability to develop trusted networks and collaborate with others to plan/execute research and align its outcomes with sponsor needs and technical challenges.

  • Ability to improve the quality and outcomes of large, complex, and multiple research efforts

  • Experience developing and delivering innovative approaches to convey information in a manner that can drive decision making and action

  • A passion for learning and for helping others to learn

  • Demonstrated comfort with ambiguity and organizational change
