Summary Position falls under VISN 1 Human Resources Management Service (HRMS). VHA has adopted the HR Modernization & Shared Services Implementation to organize and consolidate essential HR functions and services to the VISN level related to the acquisition, compensation, retention, performance of staff, and the consistent execution of HR-related admin functions to benefit staff and Veterans. This position is full-time at 40 hours/ week. This position is onsite & some telework may be authorized. Responsibilities VA offers a comprehensive total rewards package: HR Specialist Total Rewards The Human Resources Specialist (Strategic Business Partner) applies a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Human Resources Specialist provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area, and resolves difficult and controversial internal and external staffing and placement problems. Major duties and responsibilities include, but are not limited to: Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants; Processes a variety of requests for personnel action to fill a variety of positions; Provides technical advice and assistance to the HR staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.; Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as conducting targeted job fairs and community outreach, utilizing social media, planning recruitment campaigns, etc.; Consults on a variety of factor in the recruitment process, such as position management and organizational design; pay administration for Title 5, Title 38, and Hybrid employees; VetPro Credentialing; position descriptions, functional statements, scopes of practice; and job analysis; Evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; Applies quantitative and qualitative data to advise local, regional and national leadership in regard to recruitment trends, such as providing data in annual workforce planning cycles and advanced recruitment strategies; and Recommends strategies for overcoming employment barriers; Completes a variety of difficult and complex work assignments to provide consultative services to HR staff and Service Chiefs at Network facilities on technical matters which involve recruitment decisions, and pay related issues such as pay responding to employee inquiries, initiating recruitment incentives, LEAF requests, and SLRP packages; Conducts detailed planning to gather and interpret information and data for assessing complex staffing problems, issues and unusual circumstances such as Equal Opportunity Employment (EEO) data gathering, Labor Partnership Council, Congressional Inquiries, and Awards Board related activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-time, Monday - Friday; Tour of duty will be set between 6:30am - 5:00pm EST. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Employee must meet requirements by the closing date of this posting. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: interpreting regulations on own initiative; applying new methods to resolve complex and/or intricate, controversial, or unprecedented HR issues and problems; evaluating applications and resumes using OPM and VA qualification standards; providing input and consultation for managers and supervisors regarding personnel actions, job announcements and applicant referrals; preparing vacancy announcements; processing a variety of requests for personnel actions; ensuring that placement actions and other authorized actions comply with regulatory requirements. OR Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: interpreting regulations on own initiative; applying new methods to resolve complex and/or intricate, controversial, or unprecedented HR issues and problems; evaluating applications and resumes using OPM and VA qualification standards; providing input and consultation for managers and supervisors regarding personnel actions, job announcements and applicant referrals; preparing vacancy announcements; processing a variety of requests for personnel actions; ensuring that placement actions and other authorized actions comply with regulatory requirements; OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
