Co-Portfolio Director – AF Strategic Deterrence and Global Strike

  • Provides strategic leadership, focus, enterprise synergy, and work program development guidance to a set of projects pursuing nuclear enterprise and conventional global strike solutions for the AF

  • Establishes trusted advisor relationship (in some cases in coordination with other appropriate portfolio directors) with the many senior AF nuclear enterprise and NC2/NC3 desion makers including the commanders of AF Global Strike Command, AF Space Command, and AF Nuclear Weapons Center.

  • Becomes trusted advisor to the AF Program Executive Officer (PEO) for Nuclear Command, Control, and Communications(NC3)/Director of NC3 Integration to support that organization’s charter to identify gaps in the NC3 infrastructure to then create a roadmap, with the commander of Air Force Global Strike Command, to define, develop, and field the “to-be” NC3 architecture.

  • Provides strategic support to the Commander, Air Force Global Strike Command for the development of the Global Assured Communications (GAC) architecture and roadmap that will lead to a robust, resilient communications infrastructure that supports the AFGSC conventional global strike mission.

  • Works closely with AF PEO Strategic Systems and that office’s acquisition program offices to ensure that the next generation nuclear weapon systems are designed with an open, modular architecture and procured with agile acquisition techniques to create resilient systems that will be able to evolve over the next 5 decades to meet the changing threat and operational environment.

  • Provides nuclear enterprise recommendations and situation awareness to the MITRE Vice President of AF Programs, the other AF Portfolio Directors, Program Division Directors, and Technical Center Technical Directors.

  • Closely collaborates with partner Technical Director for Net Centric Infrastructure to define the skills needed to re-build a deep cohort in nuclear systems engineering, on program staffing and execution, technical quality activities, independent reviews, and cross-cutting outcome achievement.

  • Works closely with the MITRE Vice President for Air Force Programs to help build a partnership with other FFRDCs and UARCs to help deliver the best SME support to the Air Force possible.

  • AF Portfolio lead to work with MNS leadership to establish and execute a MNS nuclear enterprise outcome, strategic engagement plan, and investment roadmap. Shares strategic AF nuclear enterprise situation awareness with counterpart Portfolio Directors supporting Joint Staff, US STRATCOM, DOD CIO, DISA, and US Navy to create common perspective for a coordinated roadmap forward.

Co-MNS Nuclear Enterprise Director

  • In close coordination with the MITRE Nuclear Enterprise Outcome officer champions and the MNS PDs, TDs and CEs, defines a clear strategy (training, technology development, work-shaping, work-force shaping, partnerships) to enable MITRE to provide the strategic input our nuclear sponsors require to create and, by 2021, begin executing a nuclear enterprise architecture and agile acquisition roadmap to effectively and affordably deliver resilient, evolvable nuclear weapons systems and the nuclear command, control, and communications infrastructure that supports strategic deterrence.

  • Creates concepts for and champions specific Capstone, PD/SI, MIP, and other corporate investments to fully bring the capabilities of the corporation to bear to address the strategic MNS nuclear goals.

  • Establishes close working relationship with all PDs/TDs working the nuclear enterprise. Creates a “global” framework that maps the overarching MNS outcome with our sponsors’ high level goals to provide context, direction, and focus for the entirety of the MNS nuclear enterprise work program.

  • Becomes trusted advisor, with appropriate responsible PDs, to the senior Government stakeholders in this domain.

Key Functions:

  • Assist the Director as the Senior MITRE focal point to all our MNS nuclear enterprise sponsors.

  • Nuclear enterprise focal point for all MITRE nuclear enterprise activities/projects. Provide strategic guidance and work program development/shaping.

  • Senior MITRE interface and trusted advisor on AF nuclear enterprise issues to AF Global Strike Command, Air Force Space Command, AF Life Cycle Management Center, AF Nuclear Weapons Center Commanders; HAF/A10; and to PEO NC3/Director NC3 Integration on major initiatives, policies, challenges, and priorities.

  • Trusted advisor, in coordination with local MITRE leadership, with other key external stakeholders, to include senior leaders of DISA/JSEIO, Joint Staff/J3, the Navy, and OSD/CIO.

  • Leads the development of and provides evidence-based justification for the funding of the AF nuclear enterprise architecture and execution of the systems roadmap. Because MITRE’s nuclear work program covers most nuclear weapon and NC2/NC3 systems, this PD has the unique perspective and position to help the AF create an agile, evolvable, cost-effective enterprise that will support the US Government strategic deterrent policy today and well into the future.

  • Understands mission organization, political, economic, operational and technical environment of the sponsors and other key stakeholders and their major trends, thrusts, and issues. Works with the appropriate TDs to continually shape the portfolio accordingly.

  • Provide strategic thought leadership to both the MITRE team and Government sponsors.

  • Prepare and coordinate MITRE portfolio level outcomes, milestones and deliverables that address the sponsors’ mission success, ensure those are executed across the portfolio.

  • Ensure engagement with sponsors and sponsor stakeholders are planned, coordinated, and communicated appropriately across Portfolio Divisions, Program Divisions, and Technical Centers to inform and align engagement efforts across the sponsor organization.

Qualifications

Required Qualifications:

  • Minimum education is a BS in STEM domain. MS in STEM preferred.

  • Minimum of 15 years of experience including 10 years in leadership positions.

Preferred Qualifications:

  • Experience with or knowledge of most of the elements of the nuclear enterprise – nuclear weapon systems, NC3 systems, nuclear command & control systems, strategic CONOPS, mission execution.

  • Knowledge of the nuclear environment and its effects on communications and systems

  • Enterprise or systems engineering experience, especially owning the technical baseline and model-based systems engineering

  • Knowledge of systems integration and its complexities

  • Demonstrated ability to establish trusted advisor relationships with senior Government leaders

  • Knowledge of satellite communications, airborne networking, networking in general, and survivable communications

  • Experience in creating and nurturing a virtual team of geographically dispersed subject matter experts who support different senior stakeholders on various elements of a critical enterprise that is successful only if the various, disparate pieces work together
