Department Summary:

Pacific Regional Project Leader Requisition

MITRE’s Strengthen Coalition Capabilities (N124) Department is seeking a highly motivated and experienced individual to fill the position of Pacific Regional Project Leader. We seek a motivated, experienced MITRE Project Leader (PL) to lead engineering activities for all Pacific partner nations—Japan, Australia, Taiwan, and others. The PL will grow, shape, and execute the Pacific work program from a regional, mission focus, and cross-cutting perspective. The PL will collaborate with other regional PLs and Combatant Command regional Program Manager (PM)/Project Leads (PLs) for case generation and execution.

Roles and Responsibilities:

  • Lead and evolve the efforts of approximately 25 FTE to create a technical team capable of tackling complex challenges (e.g., coalition interoperability) and delivering innovative and impactful results/solutions across the Pacific region in coordination with industry, government, and coalition partners.

  • Ensure the work program aligns with MITRE’s Air Operations strategies for Battle Management and Coalition Interoperability and ensure Foreign Military Sales (FMS) case execution incorporates outside the box thinking from traditional FMS project execution, as appropriate.

  • Jointly responsible with Program Manager (PM) for development/articulation of a vision and strategic objectives for coalition interoperability within the Pacific region and then align the work program to progress towards that vision.

  • Shared leadership with PM for acquisition sponsor engagement; serve as a trusted advisor to Air Force Program Managers and senior US/partner nation government sponsor organizations.

  • Lead teams of multi-discipline MITRE engineers in assessing and modeling the current technical baseline, making recommendations on enhancements to improve system performance and interoperability, identifying and developing technical risk mitigation strategies, defining technical development strategies and acquisition requirements for implementing them, and supporting and analyzing system test events.

  • Collaborate with the Chief Scientist to promote re-use solutions and advance concepts for their projects.

  • Apply deep Command, Control, Communications, Computers, and intelligence (C4I) enterprise systems engineering experience and domain expertise to current real-world threats, operations and challenges.

  • Provide actionable, technical solutions that meet customer objectives.

  • Predict future project needs and proactively work with associated program and technical center organizations to resource accordingly.

  • Manage the operational aspects of the project including budget and staffing, while supporting internal MITRE business processes.

Required Qualifications:

  • At least 2 years of project leadership experience on a large or complex project.

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience

  • Has at least 3 years’ experience working on a international related projects.

  • Ability to communicate clearly, concisely, and impactfully (oral and written) with senior MITRE, U.S. Air Force, and partner nation leaders to lay out technical solutions to complex problems.

  • Tact, diplomacy, poise, patience and resolve, including the ability to respectively disagree and push back, as appropriate, to ensure MITRE core values are upheld.

  • Knowledge of two or more of the following priority focus areas: Integrated Air and Missile Defense (IAMD), Joint All Domain Command and Control (JADC2), Strategic Analysis, Resilient Networks, Cyber Operations, Radar Systems, Space Operations and/or Intelligence, Surveillance and Reconnaissance (ISR), Artificial Intelligence, Mission Engineering.

  • Demonstrated willingness to be responsible for work and customer relationship development. This will include driving the proper balance of product depth with timeliness, and technical improvements with programmatic constraints, even when hard compromises are required.

  • Strong collaborator who partners effectively across international portfolio, with other centers, the division and other divisions and tech centers.

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Significant diplomatic soft skills required to represent the U.S., DoD, and MITRE while working with members of foreign government, military, and industry.

  • Ability to work autonomously in a dynamic, fast-paced, and politically sensitive environment with minimal direct supervision. Experience leading a distributed team.

  • Operational knowledge in the following areas: Joint Doctrine, Concept of Operations Development, Interoperability Standards and Mandates

  • Experience with Security Cooperation or Foreign Military Sales programs and understanding of International Traffic in Arms Regulations (ITAR)

  • Experience working with Foreign Military Sales

  • Track record of leaning forward and taking risk, along with adaptability

  • Familiarity with MITRE Innovation Program (MIP) and content, and leading research areas within MITRE
