State of Massachusetts Program Coordinator III in Bedford, Massachusetts

The Military Division (Massachusetts National Guard) is seeking a professional for the role of Program Coordinator III- Installation Status Report Manager located at the Joint Force Headquarters in Hanscom AFB. This position is responsible for the coordination and implementation of the ISR (Installation Status Report) program. Duties will include facility infrastructure inspections, performance data collection, and quality control compliance and follow-up. A large amount of time will be spent planning, organizing, and managing workloads and timelines. The ISR Manager functions at the advance staff level and should be proficient in conducting meetings, trainings and briefings. The ISR Manager serves as the principal advisor to the departmental executives who review and administer the ISR program. The position may be required to periodically work evenings and weekends. This position will receive general supervision from a section. The ideal candidate will have experience knowledge of the building operating parameters and knowledge of the laws, building codes, regulations and agency policies and Construction management. This position works under the direct supervision of the Planning, Programming, and Real Property Branch Chief and the Construction and Facilities Management Officer who provide general guidance regarding program execution. __ _Essential Job Duties (these duties are a general summary and not all-inclusive)_ · Statewide program management consists of establishment of systems for data collection, data capture, quality control compliance and follow up. Responsibilities exist from the start of each fiscal year to completion and close out of that year and preparation for the next reporting cycle. · Responsible for managing the Massachusetts ISR program to include: ISR Infrastructure, ISR Services, Service Cost data, and ISR Natural Infrastructure on a full-time basis. · Support is provided to each office/section/directorate in the state with system management of the ISR program. Supervises or assists efforts at ARNG Training Sites to conduct facility infrastructure inspections and to report service performance data, pacing measures, fulltime equivalents (FTEs), and resources. · Serves as a link to the Subject Matter Experts at the National Guard Bureau with counterparts in the State. When no Subject Matter Experts are available within the State the incumbent coordinates with the National Guard Bureau to ensure data is input correctly. · Responsible for the accuracy, quality, and timeliness of data input in the Installation Status Report from each appropriate directorate within the State and ARNG Training Site as appropriate. Responsible for quality control including inspection of facilities, data being submitted for services, services costs and natural infrastructures. _ABOUT OUR AGENCY_ The Massachusetts Guard has a unique dual mission, with both federal and state responsibilities. During peacetime, Guard forces are commanded by the Governor through the State Adjutant General. The Governor can call the Guard into action during local or state-wide emergencies, such as storms, floods, blizzards, and civil disturbances. In addition, the President of the United States can activate the Massachusetts National Guard to participate in federal missions. We are composed of full-time and part-time Soldiers and Airmen, as well as civilians, who together serve the Commonwealth and country. _Desired and Essential skills_ · Knowledge of and proficiency with Microsoft Office, Excel, Word, PowerPoint, Access, and financial work sheets. · Knowledge of organizational structure, base support areas, installation procedures and processes for ISR formulation to compile, correlate and consolidate requirements. · Skilled in information gathering techniques and detailed writing abilities. · Ability to independently plan and organize work and conduct professional courtesy and tact in dealing with personnel and agencies. · Skilled in preparing, analyzing, and evaluating reports, efficiency studies, plans, and reports. Ability to communicate clearly and concisely both orally and in writing to present briefings on Installation Status Reporting. · Skilled in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. · Ability to access or locate information with a personal computer and software programs. · Knowledge of basic accounting concepts and ability to review budget requirements accurately. · Ability to determine need for, develop, and conduct classroom training and instruction as appropriate for Installation Status Report stakeholders. · Ability to independently chair and schedule meetings with personnel and agencies related to the Installation Status Report program. · Ability to obtain a Common Access Card (CAC) within probationary period. * *First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
