As a key member of the MNS Operations and Classified Enterprise Infrastructure Program Management Office (PMO) you are responsible for planning, coordination, and execution of all facilities-related activities in support of MNS. This role requires you to work in direct support of the Director, MNS Operations, and coordinate with other senior leaders of corporate organizations including Corporate Real Estate (CRE), Enterprise Computing, Information and Security (ECIS), Global Security Services (GSS), and MNS Center representatives. To execute this responsibility, you will the lead the MNS Facilities PMO in partnership with these senior leaders from corporate.

You will be responsible for oversight of facilities related components of three key programs that define the MNS strategy for providing the necessary facilities to support the MNS Sector mission. These initiatives include the Classified Enterprise Infrastructure Program, the SCIF Recapitalization Program, and the Site and Campus improvement program. Each of these programs identifies plans and funding requirements to maintain and enhance secure facilities over the annual MITRE five-year planning cycle.

The MNS Facilities PMO is responsible for managing, monitoring, and reporting on the execution of the MNS facilities Capital Improvement Projects (CIPs) at sites and campus locations.

This PMO was established as a result of the increased need for facilities enhancements across MITRE. The demand for classified environments—technical infrastructures and workspaces—at MITRE locations continues to grow. The observed government trend of raising the classification levels of data and programs is also expected to continue for the foreseeable future. To meet this demand and support the evolving needs of our classified work programs, MITRE’s scalable classified enterprise supports a wide range of mission requirements, and dramatically increases capabilities and connectivity among MITRE campuses, sites, labs, sponsors, and mission partners. The individual filling this role must consider program, facility construction, security, and IT requirements.

Job Responsibilities :

  • Manage the MNS Facilities Program Management Office

  • Ensure that the entire MNS CIP portfolio meets annual scope, cost, and schedule objectives.

  • Monitor, analyze, and identify issues in a timely manner and provide recommendations for improvements

  • Track, review, and report progress against the plans

  • Portfolio includes facilities project from the Classified Enterprise Infrastructure Program, the SCIF Recapitalization Program, and the CRE Site and Campus Improvement Program.

  • Maintain and update the MNS SCIF Recapitalization Master Plan as needed to address evolving requirements.

  • In coordination with CRE develop and maintain a five-year Site and Campus Recapitalization Program with associated budget projections.

  • Provide ad hoc data and analytic support related to facilities (examples; site utilization, SCIF access data, square footage, population counts, etc.)

  • Work independently, under general supervision, conducting a broad range of analysis, planning, review, and monitoring tasks; provide results and sound recommendations, primarily for the MNS Director of Business Operations, as well as working collaboratively with CRE, ECIS, Corporate Security and Finance organizations.

  • Conduct additional historical, present, and future analysis projects, as assigned, working independently to plan and conduct the analysis, prepare results, and formulate sound recommendations

  • Participate and support the Site Advisory Group with the objective of understanding individual site alignment with MNS strategy and providing advice and assistance in identifying and submitting requirements

Required Qualifications :

  • Bachelor’s degree or equivalent skills and knowledge

  • Four years+ Operations/program management analyst experience or related skills

  • Strong interpersonal skills and experience working with Government program management staff

  • Ability to collaborate effectively with all levels of personnel, sponsors, and contractors

  • Excellent attention to detail, verbal/written communication skills, and strong organization and time management skills, as well as the ability to effectively manage multiple tasks simultaneously under general supervision

  • In depth knowledge and experience with Site Management, Classified Space Operations and Requirements, and the Capital Improvement Process (CIP)

  • Understanding of MITRE Sector Level Operations

  • Proficiency in Microsoft Office Suite and Excel formulas

  • Proficiency in using Tableau and a willingness to adapt and learn new reporting tools as required

  • SCI Clearance

  • BS and 4+ years related experience
