National Park Service Administrative Program Specialist in Boston, Massachusetts

Summary This position located in Boston National Historical Park, in the Administrative and Business Services Directorate. Open to the first 50 applicants or until 11/30/2022 whichever comes first. Responsibilities This position will perform duties such as: Reviews, tracks, submits, and coordinates requests for approved classification actions and recruitment packages in consultation with the Human Resources and hiring managers. Serves as an advisor to the Superintendent, Deputy Superintendent, and the directorate leads on succession planning and personnel management. Submits injured employee claims on behalf of the employee to the US Dept of Labor. Serves as the parks' primary liaison and contact to the Human Resources and personnel security office for PIV cards. Coordinates the annual submission of employee performance appraisals for all 3 parks, and submits paperwork for inclusion in the employee's official personnel record. National Parks of Boston The National Parks of Boston is a management unit consisting of three National Park Service sites - Boston National Historical Park, Boston African American National Historic Site and Boston Harbor Islands National and State Park. Established by individual legislation and designated purposes, the three units have come together as a unified, relevant and collaborative organizational structure. More commonly, you may know us as the Bunker Hill Monument, Charlestown Navy Yard, and Dorchester Heights or our partnerships along Boston's "Trails to Freedom" or our partnership on the Boston Harbor Islands. You may also know us from the Park Ranger uniform, but we also employ a wide variety of employees from across varied career fields. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-11/30/2022-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-09 grade level, you must possess most of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Identifying and analyzing issues, and selecting and applying analytical techniques in resolving problems in work flow, work methods and procedures; 2) Developing agendas, tracking systems, and information issuances; 3) Preparing correspondence on a variety of unprecedented, complex and sensitive subjects; 4) Arranging meetings, conferences, and travel arrangements; 5) Preparing, reviewing and reconciling credit card activities for both travel and procurement. You must include hours per week worked. -OR- EDUCATION: I do not have the one year of specialized experience as described in 1A above, but I have successfully completed a Master Degree or equivalent (LL.B. or J.D. included), with a major that is related. Or I have completed two full years of graduate level study leading to a master's degree, or master's or equivalent graduate degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). -OR- I do not have one year of specialized experience as described in 1A above, or the two years of graduate education in a directly related field as described in 1B above, but I have an equivalent combination of such education and experience. For example, I have six months of the specialized experience (50 percent of the experience requirement), and 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the education requirement). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Physical Demands: The work is primarily sedentary, but requires periods of standing, bending, lifting, filing, and carrying records or supplies. Working Conditions: Most work is performed in an office setting with adequate heating, lighting, and ventilation. Occasionally, incumbent will have to travel to other park sites and offices, and/or out of state training. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
