The Massachusetts Office of Business Development is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The Executive Office of Economic Development in partnership with the Mass Office of Business Development (MOBD) leads the state’s business outreach efforts to attract, support, and help strengthen all types of businesses that make up the ever-evolving business sector in the Commonwealth. Our constituents are business entities that are looking to further thrive and grow in the state, or companies looking to establish a presence here. The Assistant Secretary of Business Growth would be the point person for all key business interactions and beyond. The Healey-Driscoll Administration’s economic development plan, Leading Future Generations, highlights the competitiveness of Massachusetts businesses as a top priority. This position was developed to specifically work on the achievement of that goal. This person will direct the dynamic Team MA with the various agencies and programs throughout state government. It is important the voice of “Team MA” is coordinated and that businesses feel supported by these efforts. Centered around the desire to ensure businesses are moving and growing here, this leader will lead efforts to sell Massachusetts to businesses and direct the resources of the state to ensure an equitable and forward-thinking response to business growth. This position supports all the relationships and functions related to businesses, including the new Business Front Door process, programs and tax incentives and resources, and competing for businesses to move and expand within the Commonwealth in the support of the economic development goals and strategies. The position oversees Team MA business development efforts, develops and maintains collaborations with various state and quasi-public agencies to carry out programs and processes in support of business growth. Position requires a working knowledge and/or experience with business and economic development. _Duties and Responsibilites:_ *(these duties are a general summary and not all inclusive): * *Business Responsiveness :Responsible for leading the Secretariat's efforts in helping businesses grow and expand in the Commonwealth using tools and programs that facilitate business growth through the creation of new jobs and economic growth.Responsible for providing administrative leadership and support to Team MA in the development and management of programs/initiatives/processes that support the implementation and achievement of the Commonwealth’s economic development strategies and goals. Ensure that all interactions with businesses have proper follow-up and response from Team MA. Lead with Governor and Secretary on key business interactions and follow ups, ensuring that responses are timely and appropriate. * Business Recruitment:Lead cross-agency coordination of all deals, and particularly key deals, that may result in large economic impact for the state. Be responsive to opportunities to attract businesses, ensure RFPs from companies are responded to in a cohesive and timely manner. Create strategies for key sectors to initiate the consideration of moving or expanding in operations in MA, involve relevant agencies to partner in recruitment process, implement strategies with the goal of attracting businesses and jobs to the state. Ensure that incentive packages are put together to appropriate deals. * Business Front Door Oversight: *Provide leadership to the Business Front Door Process and the communication of resources and information to businesses. Ensure the equitable support of businesses, regardless of size and background. Support and advise on regular data reports, presentations, dashboards, etc. to assist the Secretary, other EOED Executive staff, and/or the Governor’s Office in understanding the status and performance of business interactions. Provide insights and thought leadership in interagency discussions related to how EOED’s process, budgets and programs interact with, support, and catalyze investment and business growth. Provide leadership and support in the operations of the Business Front Door and develop and implement management improvements to the process. * Team Management and Cross Agency Coordination: *Ensure the deployment of state resources from Team MA agencies appropriately responding to opportunities. Manage Team MA to support the outcome of business growth. Be responsive to the Governor’s Office and Secretary on priorities and flag key deals that enter the pipeline. Manage the list of priority projects and expansions for the Commonwealth, as well as the creation of additional grant programs and/or technical assistance initiatives that support the growth of businesses across the state. * *General Administration:Prepare regular data reports, presentations, dashboards, etc. to assist the Secretary, other EOED Executive staff, and/or the Governor’s Office in understanding the status and performance of programs and business interactions. Develop and implement improvements to management of programs and process. Actively promote diversity across team assignments to engage team members and encourage diversity of perspective and thought. Represent the Secretary on board and commissions, as designated. * Preferred Knowledge, Skills, and Experience: * Demonstrated experience and/or strong knowledge of the business and the private sector and goals of business development organizations, particularly as it pertains to business expansion and economic development initiative. * Demonstrated experience or strong knowledge of the challenges and opportunities for business growth in various sectors, of various sizes. * Demonstrated project and program management experience. * Strong interactive and relationship-building skills with an ability to effectively communicate and present information and respond to questions from diverse audiences. Successful experience communicating and working with individuals from diverse backgrounds. * Experience working with various project constituencies, including government agencies, citizen and community advocacy groups, private sector businesses, and nonprofit organizations. * Familiarity and/or working knowledge of federal, state or local economic development programs, incentives and policy initiatives as well as relevant governmental regulations. * Ability to work in a team-based project management environment. * Must have experience in managing projects and programs from inception to completion. * Demonstrated ability to multitask and perform effectively in a fast paced environment * Preferred candidate is enthusiastic, self-directed, creative problem-solver and passionate about community economic development. * Must have strong computer skills in standard productivity software, (Excel, Word, PowerPoint, etc.). Preferred candidate will have an interest and some experience in innovative technology, including economic development tools. GIS experience a plus. _ All applicants should attach a cover letter and resume to their online submission for this position._ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
