State of Massachusetts Budget Director in Boston, Massachusetts

The Budget Director is the focal point at the Executive Office of Labor and Workforce Development (EOLWD) for aligning resources with departmental goals and initiatives. This alignment is needed to coordinate funding requests, budget development, and budget monitoring with the achievement of the departmental goals and initiatives. As a result, the Budget Director must possess both broad and specific knowledge of all agency programs and operations. The Budget Director must also have in-depth knowledge of agency, state and federal financial regulations, principals and practices. Reporting to the Deputy Chief Financial Officer, the Budget Director will lead senior agency managers in developing EOLWD’s annual budget plan to make optimum use of available revenue resources. The Budget Director must continuously consult with senior agency managers to exchange information and resolve major budget variances. The Budget Director will prepare the budgets and monitor spending for EOLWD departments and divisions. This includes working closely with the Directors of the Department of Career Services, Department of Unemployment Assistance, Department of Labor Relations, Department of Industrial Accidents, Department of Labor Standards, Department of Family Medical Leave, Division of Economic Research, and Division of Apprentice Standards. The Budget Director administers the budget and grant management processes for all departments and divisions within the Executive Office of Labor and Workforce Development. This includes, but is not limited to, the development of the agency's internal budget planning process, the submission of requests for funding from external sources, the management of proper reporting for external funding agencies and over-site agencies, the development and completion of internal spending monitoring tools, the implementation of budget decisions, and the direction of special financial projects. The Budget Director manages a group of highly skilled budget analysts to accomplish departmental and agency goals. Under the direction of the Budget Director, the budget analysts perform a wide variety of analytical functions to complete designated budgeting assignments. The Budget Director assigns workload, reviews, and revises data and narrative in the various reporting products used to accomplish the agency's budgeting goals. Preferred Qualifications * Experience as a financial or budget manager with a Massachusetts state agency a plus. * Knowledge of the principals and practices of financial management, including analysis, forecasting, and reporting. * Excellent time management and organizational skills. * Demonstrated proficiency with the Massachusetts Management Accounting and Reporting System (MMARS) and Microsoft Office Suite. * Ability to motivate staff who must produce quality work in short time frames. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
