State of Massachusetts Cape Cod Engineering Program Lead (Civil Engineer VI) in Boston, Massachusetts
Position Summary Serve as the Engineering Program Lead for the replacement of the Bourne and Sagamore Bridges over the Cape Cod Canal. Work includes overseeing day-to-day project management activities to ensure that the project is designed and built on schedule and within budget while following best practices, sound engineering principles, and applicable laws, regulations and standards. Under the direction and supervision of the Executive Director of the Megaprojects Delivery Office, this individual serves as a primary liaison among multiple departments within the Highway Division including Highway Design, Construction, District 5, Contracts and Specifications, Right of Way, Project Management, and Environmental Services as well as other divisions within MassDOT, including the Office of the Secretary. The Engineering Program Lead is also responsible for the support and implementation of public outreach and communications with other agencies, government officials, the MassDOT Board of Directors, and the Cape Cod Bridge Program’s Advisory Group. As the leader of a team within the Megaprojects Office, the Engineering Program Lead will be responsible for directly and indirectly overseeing the work of internal staff and external consultant and contractor teams, including making staff assignments, providing guidance with regard to design or constructability issues and MassDOT policies and procedures, resolving contract issues with contractor’s personnel, recruiting appropriate personnel, and keeping the Executive Director well informed regarding the status of the project. Duties & Responsibilities * Perform day-to-day project management activities and communications. Delegate tasks and assign staff based on skills and operational needs. Monitor the design and construction schedules for compliance with project milestones. Assist with or assign administrative tasks, and ensure proper record management. * Serve as assistant to the Megaprojects Executive Director in administering all operations and supervise the Cape Cod mega project. * Keep the Megaprojects Executive Director well informed of project status, all significant project changes, and milestones achieved. Inform the Megaprojects Executive Director of project updates via conversation, e-mail, interoffice memorandums, and copies of correspondence. * Provide advisement to the Megaprojects Executive Director regarding design/construction priorities and personnel matters. * Provide guidance to staff regarding making decisions to resolve design or constructability issues following MassDOT policies and procedures; and resolving personnel issues. Use engineering training and experience; knowledge of standard operating procedures and MassDOT policies; implementation of the EPRS and progressive discipline system; and experience with personnel matters to advise team members. * Provide information to the Executive Director, Secretary of Transportation, Highway Administrator, Chief Engineer, General Counsel’s Office, Communications Office, and other units/agencies, groups, or state/local officials as directed. * Provide information and ensure information is properly gathered for timely response to Freedom of Information Act requests. * Follow Standard Operating Procedures (SOP’s)to complete required documentation for project management. * Review Critical Path Management Schedule information with the District Schedule Review Engineer and Area Construction Engineer to ensure that Extension of Time requests and Escalation Cost submittals are appropriately justified. * Review correspondence and documentation prepared by Megaprojects Office staff. Ensure that clear, concise, complete documents are produced. * Confirm that documents follow SOP’s, accepted format, and Department policies. * Approve all outgoing documentation to be forwarded to Megaprojects Delivery Office Executive Director. Review correspondence, Extra Work Order documents, requests for time extension documents, etc. to ensure documents are complete and conform to current Department and District policies. * Direct the preparation and/or review of plans, specifications, and cost estimates for the complex engineering components of a mega project. * Negotiate scope and workhour estimates with design consultants, administer and manage design contracts. * Review and approve project consultant team invoicing and supervising tasks, schedules, and deliverables, track amendments and contract budgets. * Provide effective liaison and perform appropriate follow-ups with other internal departments or external parties in support of project advancement, including Traffic and Safety, Environmental, Right of Way, Utilities, and municipal staff. * Represent the Department and/or attend hearings, meetings, and conferences with internal and external stakeholders. * Take all necessary measures to ensure that each staff member is meeting schedules and performing assigned duties and tasks satisfactorily. Ensure that advertisement matters are conducted in compliance with applicable regulations in a timely manner and prepare contract award documents as needed. * Respond to inquiries by letter, email, phone, or through the Executive Director in a timely manner. * Participate in the Employee Performance Review System (EPRS). Prepare reviews of subordinate personnel following the EPRS guidelines. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering* may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
