State of Massachusetts Cash Flow and Payment Manager in Boston, Massachusetts
The MassHealth Cash Flow and Payment Manager is responsible for managing cash flow and payments across MassHealth budgetary appropriations and trust funds totaling more than $22 billion. In addition to managing programmatic expenditures to providers, the Manager and their team are responsible for ensuring administrative and supplemental payments to vendors and providers are timely and accurate. The manager is responsible for tracking the newly created payor surcharge trust, the hospital investment trust, the Delivery System Reform Incentive Program (DSRIP), the Ambulance Investment trust, and other assessment-related programs. The Manager works closely with the Accounting, Federal Revenue, Contracts, and EHS Budget units to resolve payment and federal claiming issues and ensure compliance with state and federal laws and regulations. This position is critical to the annual state budget process and the maintenance of the various MassHealth trusts and programmatic spending. _Duties and Responsibilities (these duties are a general summary and not all inclusive)_: Cash flow tracking and analysis Management and oversight of all cash flow tracking functions for MassHealth programmatic accounts, which include: o Development of annual cash flow projections (by week and account); ensure alignment with budget forecasts o Ensure sufficient funding is available in accounts and object classes at all times; identify and process allotment and object class transfer requests as needed o Compare actual spend to forecasted spend on a biweekly basis; provide reporting to ANF & Comptroller’s Office o Fiscal year-end management to ensure final spend in line with targets o Submission of expenditure corrections as necessary o Payment file submission Trust Tracking and Analysis Management and oversight of all cash flow tracking functions for Trust Funds managed by the MassHealth Budget team, which include: o Hospital Performance o Ambulance Payments o Population Health o DSRIP o Substance Use Disorder o Non-Acute Hospital o Payor Surcharge o Health Safety Net o Medical Assistance o Safety Net Provider Payment Functions include: o Modeling cash flow projections (expenditures and revenue) in coordination with program teams o Quarterly reconciliation of actual spending and revenue o Statutory reporting as necessary o Ensure Trusts are in balance at the end of the fiscal year o Coordinate with OFFR to ensure federal revenue is correctly credited to each account o Coordinate with Accounting to ensure programmatic spend is correctly credited to each account. o Certify budgetary estimated receipts at the start of the fiscal year, as needed o Maintain transfer schedules for the Medical Assistance Trust Fund (MATF) and Safety Net Provider Payment Trust o Provide internal and external reporting, as needed Vendor Contracts and ISAs Management and oversight of all functions for vendor contracts and ISAs (i.e., contracts with other state agencies) managed by the MassHealth Budget team, which include: o Manage relationships with and provide customer service to internal contract and ISA managers to facilitate financial management of contracts, including ForHealth Consulting partners o Ensure all contracts are encumbered accurately for expenditure and revenue tracking o Track invoice submissions to ensure vendors receive all payments timely; ensure all invoices are paid by the end of the fiscal year o Update Contract Tracker on a monthly basis o Maintain standard operating procedure documentation for various processes o Analyze quarterly expenditure reporting from ForHealth Consulting Managed Care Payments Oversee monthly Managed Care Organization (MCO), MassHealth Behavioral Health Partnership (MBHP), Accountable Care Organization (ACO) Model A, ACO Model B, OneCare, Senior Care Options (SCO) and Program of All-inclusive Care for the Elderly (PACE) capitation payments: o Oversee calculation, entry, review, and approval of non-capitated managed care payments o Ensure submission/entry of updated capitation rates are accurate and timely in coordination with MMIS partners o Work with OFFR and Accounting on reporting and troubleshooting funding issues Compliance Participate in compilation of information and responding to questions related to Centers for Medicare & Medicaid Services (CMS) Audits, Single State Audits _Preferred Qualifications_: · Ability to set goals and strive for excellence or improvement. · Ability to identify a problem or opportunity and take action to address current or future problems and opportunities. · Ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions. · Ability to work cooperatively with others and be part of a team. _About MassHealth:_ The mission of MassHealth is to improve the health outcomes of our diverse members, their families, and their communities by providing access to integrated health care services that sustainably promote health, well-being, independence, and quality of life. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
