State of Massachusetts Central Office Specialist in Boston, Massachusetts

The Department of Transitional Assistance is seeking detail-oriented individuals for the position of Central Office Specialist. Our ideal candidate will act as a subject matter expert, providing content expertise for cases, projects and tasks related to SNAP and Economic Assistance programs to achieve the department’s mission and goals. DTA attracts people passionate about public service, who love to work in a fast-paced environment, and who are committed to diversity, equity, and inclusion.__ /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Assist in managing service delivery needs in all areas of Central Office Units. * Act as the subject matter expert in the implementation of Department initiatives by providing feedback and suggestions, participating in project workgroups, and testing newly designed system changes/enhancements. * Manage confidential, specialized, caseloads, including DTA employees/peers to ensure internal controls are upheld and confidentiality is provided. * Utilize available data to implement and execute priority work assignments, ensure timely processing, identify patterns and provide case reports that improve accuracy, timeliness and client outcomes. * Research cases using shared data bases, compile findings to make suggestions and provide reports and identify best practices to improve service delivery and business processes. * Conduct case reviews supervision and follow up activities for case managers and supervisors. * Complete high priority actions and special projects which involve internal and external stakeholders as well as reviewing and making recommendations for change with regards to specific State/Federal policies and procedures. * Review findings and provide policy and procedural feedback regarding federal audits. * Complete assigned projects, perform case reviews and prepare reports including observations and recommendations that will reduce agency errors, and improve service delivery. * Assist in increasing the number of SNAP participants in a manner that provides the client an inclusive understanding of Department opportunities and requirements through outreach, guidance, available resources and employment assistance programs geared to lead towards self-sufficiency. * Assist in the achievement, maintenance and improvement of timeliness and accuracy levels in determining initial and/or on-going eligibility and provide referrals and resources to clients as needed for SNAP/TAFDC and EAEDC programs. /_Required Qualifications: _/ / / * Knowledge of Department benefits and services, including eligibility requirements. * Demonstrated knowledge of and experience with data tracking, PC software and applications, and BEACON. * Knowledge of referral sources available for providing services to clients, including available community support and social services resources. * Demonstrated aptitude for and sensitivity in working with clients with barriers and disabilities, and the ability to implement Department policies accurately and in a timely manner. * Knowledge of the social and economic problems of the diverse client population and the related impact on self-sufficiency. * Read, interpret, apply and explain Department rules, regulations, policies and procedures. * Gather and assemble pertinent facts in accordance with established procedures through interviewing individuals and examining records and documents. * Assess, organize, prioritize and plan work assignments to ensure appropriate completion of unit goals. * Give written and oral instructions in a precise, understandable manner. * Maintain accurate records on information provided either orally or in writing and prepare clear, concise, logical narratives. * Determine the applicability of client data to draw conclusions and make appropriate recommendations. * Demonstrate problem solving skills while managing adverse working conditions. * * /_Preferred Qualifications:_/ * * * Knowledge of continuing changes in laws, rules, regulations, programs, policies, procedures, specifications, standards and guidelines governing agency operations and assigned unit activities. * Ability to apply principals, practices and techniques of supervision in the absence of the unit supervisor; Planning, organizing, assigning and coordinating work in accordance with the nature of the job to be accomplished, the capabilities of subordinates and available resources. * Knowledge of the principles, methods and techniques of public relations. * Knowledge of ongoing modifications in the types and uses of agency forms and ability to read, interpret, apply and explain the provisions of laws, rules, regulations, policies and procedures. * Skill in the application of principles and practices acquired during training. * Comprehensive computer skills and in-depth knowledge of various software options including BEACON and MIS. * Given the population served, bilingual or multilingual fluency. __ _Agency Mission:_ * The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth. Based on assignment to second-level supervisory positions, at least one year of this experience must have been in a supervisory capacity. SUBSTITUTIONS: - A Bachelor's or higher degree may be substituted for two years of the required non-supervisory experience on the basis of two years of education for one year of experience. - One year of education equals 30 semester hours. Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed. - No substitutions will be permitted for the required supervisory or managerial experience. LICENSES: Based on assignment, travel may be required.
