About EOTSS and the Massachusetts Data Office: TheExecutive Office of Technology Services and Security (EOTSS) is the state’sleadoffice for information technology. We provide enterprise-level IT services, and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts. TheMassachusetts Data Office (MDO), a division of EOTSS,is the central data office for the Commonwealthandoperatesunder the leadership of the Chief Data Officer. The MDO establishes data procedures and policies, streamlines data systems,facilitatesdata sharing among state agencies and the public, and drives innovation in enterprise-wide data management and analytics. About this role The Chief Data Officer (CDO) is a member of the EOTSS C-suite with primary enterprise accountabilityforthecreation and management ofthe state’sdata and analyticsstrategy, including related policies,standards,practices, and programs.In this role,you will establish, lead,and operatethedata and analyticsfunction; managedata-enabling services and programs;build trust for data sharing and data use;partnerwithstateagenciesto achievedata prioritiesthat improve the resident experience;developtalent and mature data and analytics culture across state government;and evolvetechnology capabilitiesand innovation in analytics.You will focus on driving measurable business outcomes for EOTSS, our partner agencies, and the residents of Massachusetts. This position is afull-time opportunity. The work schedule for this position isMonday through Friday, 9:00AM to 5:00PM EST, in ahybrid remotearrangement with at least 2 days per week—more as needed—spent at the primary work location:One Ashburton Place, Boston, Massachusetts 02108. Key Responsibilities: Managetheenterprisedata and analytics vision, strategy,and associatedpractices. * Maintain authority and accountability fordevelopingenterprise informationassetsandanalytics torenderinsights for decision-making. * Lead the development and execution ofuse casesthat support strategicbusiness opportunitiesand improve resident engagement. * Build partnershipswith executive leadership—business and technical—toestablishthe vision for managing and usingstatedata as a business asset;exploit data and analytics capabilitiesto maximize thevalue derived fromthe state’sdata assets. * Develop and managethestate’s enterprisedata and analytics strategy in collaboration with the CIOs,Chief Data Officers, ChiefStrategyandOperatingOfficers,Chief Technology Officers, CISOs, Chief Privacy Officers,andother C-suite officersand business leadswithin EOTSS and our partner agencies. Enableenterprisedata prioritiesthrough internal and cross-secretariat collaboration * Partner withMassGISto expand the use of mapping in data and analytics outcomes and reports. * Align withtheEOTSS Strategy and Planningteam to build strategies,roadmapsand plans, organize activities, and report progress. * Conduct regular outreach with Executive Branch agencies; fosterrelationships withbusiness and IT teamstounderstandagencyneeds and associatedenterpriseopportunities. Institute an enterpriseprogramfor data and analyticsmodernization. * Serve as the executive program lead for enterprise data modernization; oversee the programimplementationteam. * Develop and leadastakeholder engagement and communication strategythat includesexecutive leadership, agency business and IT leadership, technical and implementation teams, and the public;control messaging on enterprise data and analytics and ensure all agenciespossessa shared understanding of data priorities, standards, expectations, and capabilities. * Directthe deployment and management ofanenterprise platform for cross-agency data integration and systems analysis. * Develop the standards for the enterprise in Master Data Management and Data Cataloging. * Enable andfacilitatethestandardizationof disparate agency-run data platformswithenterprise standard platforms. * Develop and overseeprogrammaticdelivery models,methods, and practices forthecreation ofdataproductsand to ensure consistent application and use of data and analytics solutions. * Ensure compliance with relevant data protection regulationsand datagovernance policies. Foster the creation of a data-driven culture, related competencies, and data literacy across the enterprise. * Establish andmaintaintrust indata assets by instituting enterprisedatagovernance policies andpractices; develop accuracy and ethicalstandards foranalytics practices, includingalgorithms used for analysis, analytical applications,and automated decision-making. * Oversee and further develop the state’s policy framework and related practices for inter-agency data sharing and integration. * Develop an enterprise program for upskilling and continuous learning for data consumers and producers. * Assess gaps and develop data and analytics talent to mature capabilities across the enterprise. Lead data-driven innovation. * Lead research, strategy creation and development of new data productsandservices. * Expand the organization’s research and analytics offerings, especially in emerging analytical approaches,skillsand technologies. * Collaborate with the CTO OfficeandAI teamin the investigation,preparation,adoption, and exploitation of artificial intelligenceand other disruptive technologies,focusing on accelerating digital business innovation and transformation. * Mature and expandpublicdata offerings and lead innovation in how the public can access and usestate data to empowerresidents, advance transparency, andimprovegovernment and commercial services. Preferred Qualifications * Fifteen or more years ofbusinessexperience, ideally in businessor informationmanagement,recently at or near the executive level. * Five or more years of progressively responsibleexperience leading cross-functional teamsinmultidisciplinary environments. * Demonstrated experience in strategy development and execution, including integrating complex, cross-corporateprocessesand information strategies. * Ability to deliver against a complex and multi-faceted roadmap, across diverse stakeholders, on time and on-budget. * Specific experience in data and analytics program-building;demonstratedexperience leadingenterprise-wide data and analytics programsat varying levels of maturity. * Strong interpersonal skills (e.g., high EQ) and proven ability to develop excellent relationships, includingwithexecutive stakeholders, business managers, and technical experts.    * Strong people managementskills;proven ability to motivateand direct high-functioning teams. * Credible across both IT and business; ability to translate and communicate technical concepts, plans, and procedures to both technical personnel and non-IT business users. * Ability to engage resources outside of your direct control to achieveobjectives. * Experience with current data analytics tools and platforms across the marketplace. * Experience across diverse business domains; public-sector experience a plus. * Experience with the following technologies preferred: Snowflake, Tableau Cloud,PowerBI, Informaticaor other leading Data Management platform, AWS, Oracle/Postgres/MS SQL databases, GitHub.
