State of Massachusetts Civil Engineer IV in Boston, Massachusetts

The Department of Developmental Services (DDS) is actively searching for a dynamicCivil Engineerto take on acriticalrole overseeing various key responsibilities. Reporting directly to the Director ofCapital Planning and Facilities Management, the ideal candidate willprovide superior engineering duties to supportCentral Officerequirements. Thiscomprehensiveposition also involves coordinating essential Central Officeprofessional engineering duties in such areas as roads, bridges, buildings, and facilities allin accordance withsound engineering and/or architectural principles, applicable laws, regulations, and standards. TheCivil Engineer IViscrucial in providing essential backup and support to theDirector of Capital Planning and Facilities Management. They willprepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies, and analytical data; perform calculations relating to engineering problems; perform engineering surveys; Inspect construction and/or maintenance work; and perform related work asrequired. *The start date for this position isNo Earlier Than January 1, 2025* Duties and Responsibilities (these duties are a general summary and not all-inclusive): * Direct and monitor the planning, design, and technical review of buildings and infrastructure projects. * Prepare and/or review plans, specifications, and cost estimates for engineering projects of unique design. * Review the work performed by contractors in the construction, maintenance or site development for large buildings or building-related projects. * Coordinate work with agency assigned house doctors and communicate with project stakeholders. * Supervise construction and survey work, as assigned, in an area of the state. * Act as resident engineer on multiphase construction projects. * Develop cost estimates for projects, track expenses, and manage work to comply with budget requirements. * Design construction, survey, and engineering projects. * Assist the Director of Capital Planning and Facilities Management by advising lower grade engineers on interpretation of plans and specifications. * Prepare bid documents, specifications, and notices for public bid. * Attend and hold routine project meetings. * Process invoices to ensure all work is completed in accordance with specifications. * Complete site visits and documents work progress via field reports. * Deliver expert testimony at court proceedings. * Execute other duties as assigned to guarantee the successful operation of the Office of Capital Planning and Facilities Management. RequiredQualifications * In-depthproficiencyofcurrent principlesand practices of civil engineering and/or architectural discipline. * Knowledge of the types and uses of equipment and materialsused inbridge, highway, road, street, or tunnel construction. * Thoroughunderstanding ofterminology and standard abbreviations used in civil engineeringandthe methods of general and technical report writing. * Familiar with theprinciples of hydraulics as applied to surface drainage, pipes,andculverts. * Knowledgeofthe engineering properties of soils including the compressibility, shear strength of soils, and themethods of soil testing, including soil classification tests, triaxial strength tests, etc. * Proficient inthe properties and characteristics of concrete and asphalt. * Understandingof the mechanical properties of fluids including statics, continuity, and momentum in conduits under pressure and in pipe systems. * Ability todetermineproper format and procedure for assembling items of informationas well as-methods of general and technical report writingandthe methods used in the preparation of charts, graphs, and tables. * Knowledge of the mechanical properties of fluids including critical flow, momentum, and flow resistance in open channels. * Familiar with the theory and practice of plane surveying as well asskill inthe types and uses of equipment used,such as rods, transits, plumb bobs, tapes, stakes, and levels. * Proficient in thestandard procedures for taking field notes in connection with plane surveying. * Ability toutilizemathematical formulae used to compute volumes and areasas well ascomputations used in solving civil engineering problems.. * Skillsrequiredtoanalyze anddeterminethe applicability of civil engineering data, to draw conclusions and makeappropriate recommendations. * Capableof readingand interpretingdocuments such as plans, specifications, blueprints, and drawings. * Ability tounderstand, apply and explain the laws, rules, regulations, procedures, specifications, and guidelines governing assigned unit activities,as well asthelaws, rules and regulations concerning the environment in connection with the construction and maintenance of highways, bridges, buildings, etc. * Proficientworkingaccurately with numbers, codes and/or symbolsandgivingwritten and oral instructions in a precise, understandable manner. * Able to work independentlyandestablishand maintain harmonious working relationships, deal tactfully withothers, andadapt to varying work situations. * Comfortablesupervising others, including planning and assigning work according to the nature of the job to be accomplished,understandingthe capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action. * * Preferred Qualifications * Ability toaccomplishworkobjectiveswhen few precedents or guidelines are available. * Ableto plan, assign and coordinate the activities of otherswhileutilizingappropriate principles, practices, and techniques of supervision. * Familiar withthe laws, rules and regulations governing assigned unit activities. * Knowledge of the policies. procedures, specifications, standards, and guidelines governing assigned unit activities. * Familiar withelectronic data processing techniques used in solving civil engineeringchallenges. * Knowledge of the methods and techniques followed in the inspection of civil engineering projects. * Familiar with and skilled in the types and uses of personal protection and safety equipment used in civil engineering workand the health and safety practices and procedures followed. Minimum Entrance Requirements: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.* III.
