State of Massachusetts Civil Service Certification Analyst in Boston, Massachusetts

Agency Overview:The Human Resources Division (HRD): HRD is an agency within the Executive Office for Administration and Finance. HRD provides legal advice, civil service guidance, training, policy guidance, and technical assistance to state agencies and municipalities. Civil Service Unit Overview: Civil Service is a merit system under which State and municipal employees may be hired and promoted. The Civil Service Unit within the Human Resources Division is responsible for overseeing the administration of this system for the Commonwealth. Position Overview: The Civil Service Certification Analyst will work with a diverse array of municipal and State government personnel by providing guidance in the hiring and promotion process within the Civil Service system. This position will report directly to the Assistant Director of Certification & Appointment Team within the Civil Service Unit. Duties and Responsibilities: * Issue requests for civil service eligible list (certification) of candidates for hire. * Conduct review of certifications in accordance with established policies, procedures, rules and regulations. * Check for compliance with Civil Service law, policies, and rules. * Identify potential problems during audit on returned certifications. * Review and evaluate reasons for selection/bypass of candidates for appointments then notifies appointing authorities of decisions. * Notify bypassed candidates of the reasons(s) for their bypass. * After review, prepares reports on complaints concerning alleged violations of laws and regulations. * Review and verify personnel transactions, such as transfer, reinstatement, or provisional appointment/promotion upon receipt of completion. * Research information via database and systems, i.e. NEOGOV.COM and audited certifications. * Prepare Civil Service Commission hearing documents for Human Resource Division legal unit. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time or equivalent part-time, professional or paraprofessional experience in personnel work, the major duties of which included classification, staffing, job analysis and/or job evaluation, (B) of which at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate’s degree may be substituted for a maximum of 1 year of the required (A) experience.* II. A Bachelor’s degree higher may be substituted for a maximum of two years of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitution will be allowed for the required (B) experience.
