State of Massachusetts Contracted Employer Partnerships Manager in Boston, Massachusetts

This is a contract position funded through December 31, 2025, with the potential of extension. Please note that pursuant to Massachusetts general law, contracted employees are not paid for the eleven scheduled holidays, do not receive any paid, vacation, personal leave benefits, or contribute to the state retirement system or social security. As a state contracted employee, you must participate in direct deposit and contribute towards the Commonwealth of Massachusetts state alternate retirement plan, ("OBRA Plan"). The Department of Early Education and Care (EEC) seeks an innovative, driven and organized manager to support the Department of Early Education and Care (EEC) in developing strategies, policies and resources to engage employers as partners in advancing family-friendly policies and expanding access to affordable, high quality child care across the state. As part of the FY25 budget, EEC was allotted $2.5 million dollars in support of this goal. The Partnerships Manager will be the dedicated EEC support to strategize, support and lead activities essential to developing an effective collaboration with employers around improvements to services available to working families. This role will be responsible for: • supporting EEC in leading all activities related to leveraging, allocating and expending funds identified for employer-focused efforts • engagement with employers, business leaders, and business groups in Massachusetts to identify and support family-friendly approaches and expanded child care access with employees • coordinating with the Executive Office for Economic Development to build attention to child care businesses into the business front door system of supports under development and build supports for child care businesses in accessing available supports • connecting with MassDevelopment about cross-sector opportunities for collaboration • engaging with partners through the Executive Office of Labor and Workforce Development to identify funding and collaboration opportunities, such as MassHire Career Centers and Commonwealth Corporation • coordinate, align with and support the work of the Inter-Agency Early Education and Child Care Task Force • planning and overseeing projects to ensure they are completed in a timely fashion • management of very large, complex, and challenging programs • insight and guidance on overall system design and reforms This role will serve as the project lead for all employer-focused work of the agency and will report to the Deputy Commissioner for Workforce, Program Support and Innovation. They will represent the interests of EEC in conversations in both internal and external entities as appropriate and be responsible for ensuring decisions align with the department’s overall vision. Additionally, this role will be engaged with senior EEC staff across all divisions to ensure alignment across EEC programs, priorities and initiatives. Preferred Qualifications: The successful candidate will have many or all the following experiences, qualifications and/ or characteristics: • Experience managing high profile projects at a state agency/ secretariat • 5 years in management roles in private sector • Ability to set priorities and identify and implement strategies • Ability to review and analyze data and research on early education and care trends • Ability to lead and oversee regional area planning, service provision, coordination, program monitoring and accountability processes • Professional level written and oral communication skills • Experience managing projects with multiple external stakeholder priorities and partners Travel may be required for this position.
