The Department of Early Education and Care (EEC) is an agency focused on building a coordinated, comprehensive system of early education and care services in Massachusetts. EEC’s mission is to lead the way in helping Massachusetts’ children and families reach their full potential. By providing and coordinating a range of services and assistance, EEC will continuously improve the quality, affordability and accessibility of early education and care in the Commonwealth. EEC Seeks to hire a Contracted Project Manager to support the work of the Internal Operations division. This division is responsible for overseeing various units and functions within EEC including facility and lease management, customer service via the Contact Center, organizational infrastructure and hiring, human resources and internal communications. DUTIES: The Project Manager would work directly with the Deputy Commissioner for Internal Operations to create workplans for and oversee large-scale and time-limited projects such as: Facility & Lease Management * Develop and implement a relocation process and plan for the upcoming regional offices with leases expiring in 2021-2023. Plans shall include, but are not limited to: * Identification of key tasks related to the relocation projects and coordination of the completion of the tasks to ensure all project work meets milestones and goals * Organization and facilitation of weekly/as needed project meetings with relevant agencies including, but not limited to, the Division of Capital Asset Management and Maintenance (DCAMM), Executive Office of Technology Services and Security (EOTSS), Operational Services Division (OSD), EEC, and applicable vendors. * Through conversations with staff to determine office space needs, determine a plan for office build-outs and reconfigurations by coordinating with office landlords, project managers and building owners Human Resources * Develop and implement an onboarding process that complements the process handled through EOE Human Resources to welcome new employees to EEC and provide an overview of agency operations and functions * Assist in the implementation of the waved hiring plan including assisting managers with the hiring process and onboarding new staff * Assist in creating a hiring pipeline and recruitment process to recruit diverse candidates and promote internal promotional opportunities This is a contracted position, 37.5 hours per week for a length of one-year. Questions regarding this posting may be directed to Jillian Auerbach in Human Resources atjillian.g.auerbach@mass.gov The successful candidate will have many or all of the following experiences, qualifications and/ or characteristics: * Successful management of complex projects involving multiple organizations; * Familiarity with project management tools to track tasks, communicate with all team members, and compile and manage project plans; * Ability to communicate effectively with a variety of stakeholders in meetings and through presentations and written materials; * Strong organizational, multi-tasking and critical thinking skills as well as attention to detail and commitment to quality and accuracy; * Experience in office relocation and space planning; * Three to seven years of experience working within governmental systems, organizations or other applicable area, ideally with two to three years of direct project management experience * Strong references Executive Order #595:As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
