State of Massachusetts Data Analyst II in Boston, Massachusetts

Data Analyst II The Data Analyst provides critical support to the overall success of the DFML by providing valued input to assist in the data analysis, risk assessment, trend identification, and supervisory or strategic response by the agency. The incumbent detects emerging or problematic trends early and is, therefore, key to developing remedial and risk assessment strategy covering all departments within DFML. The Analyst works with management to understand data needs and requirements to conduct a range of analytical, advisory, and reporting activities in support of agency and unit operations and policy initiatives. This includes reviewing and analyzing complex data, recognizing trends, and assessing risks as applicable to operational processes and program data. The Analyst leads and participates in relevant working groups within the agency and in coordination with other regulatory or industry groups. The Analyst recommends and develops tools and cross-agency guidance and trainings to assist staff, and the industry in recognizing and mitigating risks. The Data Strategy Analyst will play a crucial role in helping to set the direction and actively participate in the implementation of internal auditing and program efficiency along with feature development. This Analyst reports to the Deputy Director of DFML and interacts with and receives guidance from the Executive Director, Senior Manager of Operations, Program Integrity, and Appeals. * *Who we are: DFML's mission is to implement and run the Commonwealth's Paid Family & Medical Leave program that provides income support to Massachusetts workers and their families during significant life events while serving as a partner to employers to deliver program integrity. * *Responsibilities 1. Support the development of a data strategy for DFML. 2. Assist strategic planning activities through the collection of business goals and analytic needs. 3. Conduct assessments of current state data capabilities and recommend pathways toward modernization. 4. Provide strategic advice on technological solutions to support business processes and objectives with a focus on analytics, data platforms & architecture, and data-driven business insights. 5. Assist in determining the business impact of proposed modernization activities. 6. Interact with business teams to collect requirements, discuss findings, and provide recommendations. 7. Assist in the development of new processes and ways of working in support of more efficient data management and operations. 8. Document business and technical requirements and processes. 9. Review and analyze the effectiveness and efficiency of existing systems and processes and support the development of strategies for improvement. 10. Apply problem-solving capabilities to determine business impact and strategic options to solve challenges posed by the modernization effort. 11. Support the development of success metrics for the data strategy and initiatives related to data modernization. 12. Provide project management support for strategy team efforts and strategic initiatives. 13. Lead and participate in working groups within DFML and in coordination with other regulatory or industry groups. 14. Collaborate with management to understand data needs and requirements to conduct a range of analytical, advisory, and reporting activities in support of agency and unit operations and policy initiatives. 15. Reviews and analyzes complex data, recognizing trends, and assessing risks as applicable to operational processes and program data. 16. Recommends and develops tools and cross-agency guidance and trainings to assist staff and the industry in recognizing and mitigating risks. 17. We have an office in downtown Boston and have a remote work / hybrid work environment. * *Who you are: We're seeking candidates who have the following qualifications at hire: · Ability to engage in effective communication be creating, preparing, and presenting visual data appropriate to the audience. · Ability to learn and apply advanced methodologies as necessitated by research question. * *Preferred Qualifications: · Demonstrate flexibility and adapt to shifting priorities and timelines with a proactive mindset · Highly analytical and strong problem solver · Able to work on multiple projects simultaneously · Strong PowerPoint presentation development skills · Ability to clearly communicate (verbal and written) complex data related issues with both business and technical stakeholders · Extremely well organized · Willingness to learn new subject matter, skills, and technologies · Strong customer service orientation with the ability to understand customer needs · Project management capabilities · Experience with data management and analytics projects · Knowledge of cloud technologies, big data infrastructure and advanced analytics · Strong collaboration skills and relationship building capabilities · Ability to lead and work in cross-functional teams · Strong problem-solving skills · Ability to understand business drivers and Operations · Ability to understand and analyze data needs in a business, process, and analytical context · Prior experience with data strategy development is preferred · Experience with Python, VBA, R, Git, SQL, as well as familiarity with Tableau and other visualization software. · Ability to analyze large datasets and an analytical mind with an inclination for problem-solving. · Proven ability to give meaning, insight, and purpose to information to drive business decisions. · Ability to write comprehensive reports including strong verbal and written communication skills. · Independent commitment and ability to carry out job duties independently on a daily basis without direct supervision. · Advanced in Excel, Word, and PowerPoint. · Knowledge of principles and practices of management, including planning, organizing, directing, motivating, controlling, and decision making. · Knowledge of the principles, practices, and techniques of supervision. · Knowledge of the principles and practices of financial management. · Ability to plan, organize and control the use of staffing resources, equipment, and budgetary resources to achieve departmental goals and objectives. · Ability to coordinate the efforts of others in accomplishing assigned work objectives. · Ability to write concisely to express thoughts clearly, and to develop ideas in logical sequence; · Ability to adjust to changing situations to meet emergency or changing program or production requirements, and ability to manage multiple tasks simultaneously. Minimum Entrance Requirements: Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitution below. Substitutions: I. A Bachelor’s degree with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for two (2) years of the required experience II.
