The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. Secretariat Overview: The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA. _Job Opening:_ The Executive Office of Energy and Environmental Affair seeks applicants for aDeputy Executive Director, Office of Energy Transformationto perform the following duties: A cover letter and resume must be submitted as part of the application process and attached “as relevant” to the requisition. The Office of Energy Transformation, operating within the Executive Office of Energy and Environmental Affairs, is dedicated to the active implementation of the clean energy transition. This includes ensuring the readiness of electrical infrastructure, coordinating the transition of gas to electric systems, and ensuring the just and equitable transition for workers, businesses and communities. The Deputy Executive Director is a senior leadership position reporting to the Executive Director of the Office of Energy Transformation, assisting with high-level project management and operational responsibilities. The Deputy Executive Director will engage with and support the activities of the Energy Transformation Advisory Board (ETAB) and its members, which include executive-level representatives from government, industry, environmental justice, utility, between labor supply chain participants, and other stakeholders. The ETAB will help foster collaboration and understanding of the current state of the energy transition in Massachusetts and accelerate transformative action. The Deputy Executive Director will also work directly with members of the recently established three focus area work groups (FAWGs) and other efforts, as identified by the Executive Director. This role supports leadership in strategic planning initiatives, action plan development, and stakeholder engagement to advance the transformation of Massachusetts' energy ecosystem. Key Areas of Focus: * Transitioning Away from Reliance on the Everett Marine Terminal LNG Facility:The OET will convene stakeholders to develop a coordinated strategy to reduce and ultimately eliminate the local gas distribution companies’ reliance on Everett Marine Terminal LNG facility, aligned with DPU Order 20-80-2 and the state’s climate and clean energy mandates, including those established in the Global Warming Solutions Act. Efforts will include ensuring that households and businesses continue to have access to safe, affordable and reliable energy and there is a just and equitable transition for impacted workers, businesses and communities. * Decarbonizing the Peak:The OET willconvene stakeholders toidentify and demonstrate pathways to reduce reliance on and expeditiously eliminate fossil fuels from peaking power plant and Combined Heat and Power facilities, both via alternative demand and supply side options, while ensuring consumers maintain safe and reliable service 24x7x365. * Establishing Alternative Mechanisms to Finance the Transition:This OET will convene stakeholders to identify alternative mechanisms for financing electricity distribution system infrastructure upgrades necessary to achieve Massachusetts’ clean energy and climate mandates that reduce the cost of the energy transition for ratepayers and minimizes bill impacts, while providing the revenue necessary to make the infrastructure investments required to support the energy transition and meet our climate and clean energy mandates. Duties: * Manage the day-to-day execution of FAWGs that will advance solutions to help meet the Commonwealth’s climate and clean energy mandates, including ensuring key milestones and objectives are on track/being met. * Support quarterly meetings of the ETAB, including development of meeting agendas, materials, action items and ETAB member follow up, as needed. * Coordinate regional meetings for OET to elicit feedback from community groups, business, individuals, and other stakeholders. Engage the Office of Environmental Justice and Equity, communications, other departments and agencies across EOEE, and ETAB members in outreach and engagement. * Support the development of the strategic direction of the office and implementation of change management objectives, working closely with other teams within the Executive Office of Energy and Environment, the Department of Energy Resources, the Executive Office of Labor and Workforce Development, the Executive Office of Economic Development, the Executive Office of Housing and Livable Communities, MassHousing, the Office of Climate Innovation and Resilience, the Executive Office of Administration and Finance, Mass DOT, and the Massachusetts Clean Energy Center (CEC), among others. * Develop supporting presentations, workflow tools, and reports as necessary to advance the deliberations and work of the ETAB and FAWGs. * Represent OET at meetings, events, conference and convenings, in consultation with the Executive Director. Preferred Qualifications: * Proven leadership in strategic planning and stakeholder engagement. * Strong project management, change manage and organization skills. * Strong communication skills. * Ability to collaborate with diverse stakeholders, including industry, labor, municipalities and EJ communities. * Commitment to promoting a just and equitable energy transition for workers, businesses, and communities. Preferred Skill Sets may includeexpertise in Engineering, Finance, Energy Systems, Energy Markets, Technology Innovation, Organization Change/Management, Project Management MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
