Description Massachusetts is launching an initiative to build a unified, easy-to-use Preschool-through-Workforce (P20W) Research and Data Hub to serve educators, policy-makers and researchersby enhancing the scopeandquality of existingdataas well as improving the ways in whichdataare shared and utilized. This work builds on a strong foundation of existing integrated data systemsacross K-12, higher educationand the workforce. Our goal is to significantly enhance the quality and utility of this existing integration. The work is organized intofourstrands: (1) Establishing a P20W Statewide Data Governance Structure (DGS); (2) Creating a Research and Data Hub to facilitate and organize the work of third-party researchers; (3) Developing the state’s approach to identifying and promoting actionable evidence-based practices; and (4) Identifying and addressing gaps in the quality and scope of existing data sets. The DHEP20W ResearchAnalyst willwork under the direction ofthe DHE Senior Associate Commissioner for Research & Planning, and will report via dotted line to the Executive Director of the P20W Hub. Theduties assigned by the Senior Associate Commissionermayincludedata collection and analysis,analyticreporting, managing research and data requests,documentation of data needs and data merge requirements, coordination of college/university Institutional Researchanddata governance meetings, and documentation of governance and legal issues. All of this work will be guided by theDHE’s chief priority of achieving racial equity in Massachusetts public higher education. This is a grant-funded contract position with expected duration of 4 years. The Analyst will work remotely initially due to the pandemic. When staff return to the office, the Analystmay also be required to be present attheDHE officesatOneAshburton Placeas well as other meeting locations in theBostonareaandaround the state as needed. Duties and Responsibilities include but are not limited to: * SupportDHE in developing and documenting governance and data sharing agreements for the P20W Hub, working with the Senior Associate Commissioner to: o Coordinate and facilitate meetings between DHE and higher education institution leadership to support the P20W Hub Statewide DGS o Build up strong working knowledge of DHE data and processes, including: key roles and personnel, rules for data privacy and sharing, data practices and processes, data reporting tools, strengths, areas of need, and organizational priorities. o Coordinate with key stakeholders to identify and document critical use cases for data and analysis, with a particular emphasis on issues of racial equity o Assist the Research and Planning team in their day-to-day data collection and analytic functions to ensure overall bandwidth to meet the needs of the SLDS Grant * Support the development of a centralized process and policy approach to research, and support DHE in bringing agency practices into alignment: o Review and document existing DHE policies and practices related to data collection, data sharing and research, and identify components to be incorporated into a set of centralized practices o Work with DHE data staff and current research partners to help develop Hub research policies and practices, e.g. policies and practices for reviewing and approving data and research requests, providing data access, ongoing management of research-practice partnerships, and reporting findings. o Work with DHE data staff to create a roadmap for realigning existing practices with new processes and determine support needed from P20W Hub and EOE IT. o Work with DHE to draft communications aimed at college and university partners to explain the intentions and benefits of the SLDS project and to elicit collaboration. * Support the development and implementation of the Research and Data Hub, working with the staff from the Executive Office of Education Information Technology (EOE IT) to: o Review technical requirements and ensure they align with DHE data policies and use. o Provide input on feature development for the Statewide Research Hub technology platform, based on DHE priorities, stakeholder input and best practices from leading states. o Work with DHE staff to define user-specific roles and application access processes to allow DHE staff, campus staff researchers and the general public appropriate access. o Review centralized and automated process for providing data to researchers and ensure it meets DHE and researcher requirements. o Help define the long-term sustainability plan for the statewide Research and Data Hub. Preferred Qualifications: The successful candidate will demonstrate most of the following qualifications. Candidates not meeting all qualifications are still encouraged to apply. * Strong analytical skills and experience with analytics software. * Demonstrated skills to provide superior service to a client or customer organization, e.g. active listening, developing relationships, structuring problems and creating solutions collaboratively, etc. * Familiarity with higher education research and analysis, including higher education data sets such as HEIRS. * Experience working with an explicit equity-based lens. * Experience working with SQL and large inter-relational databases, e.g. Oracle, etc. * Demonstrated ability to workproductively and collegially with individuals and teams. * Experience working with a range of diverse stakeholders and tailoring approaches and communication to successfully meet project goals and timelines. * Excellent written and oral communication skills for one-to-many communication, e.g. experience with newsletters, webinars, website copy, etc. * Strong ability to comprehend, analyze, and communicate complex information quickly, especially related to databases, data analysis, data security and technology systems. * Commitment to efforts devoted to closing the achievement gap and to addressing racial inequities in education. * Experience in the education sector. * Knowledge of current state and national landscape of education research, including familiarity with publications and research entities. * Advanced degree or relevant experience in database management, data-driven research or educational research. This is a grant-funded contract position through February 28, 2024 and is contingent upon funding availability and approval.
