Commonwealth Care Alliance Director, Family Emergency Shelters in Boston, Massachusetts

Why This Role is Important to Us:

Position Summary:

CCA partners with the Commonwealth of Massachusetts to provide supportive temporary emergency shelter to families under the Executive Office of Housing and Livable Communities' Emergency Assistance program. Our shelter program is part of the Commonwealth's response to a rapidly growing number of unhoused families, including thousands of families migrating from Haiti due to natural disasters and civil unrest. CCA and our partners provide linguistically and culturally appropriate case management and nurse triage support, supporting families with housing navigation services and connection to jobs, health care, schools, daycare, immigration legal aid etc.

The Associate Director oversees housing navigation initiatives for rapid re-housing of families, and serves as an expert housing resource across the program. They supervise a team of housing navigators that develop and deliver trainings for CCA and vendor staff on housing navigation resources and approaches, identify and cultivate housing sources, ensure continuous improvement in housing navigation efforts, and serves as expert consultants on specific family cases.

The Associate Director also oversees housing stabilization to ensure tenancy preservation and eviction prevention. They supervise a team of housing stabilization specialists that conduct regular check-ins and home visits with families, act as a liaison between families and landlords, and assist families to foster positive tenancy, including ensuring maintenance of jobs/income streams, insurance coverage and health access, schools and daycare services etc.

This position requires on-site presence across managed sites as well as occasional travel to additional sites and locations.

Supervision Exercised:

  • Yes, which includes but is not limited to providing leadership, work direction, and performance feedback to subordinate staff.

What You'll Be Doing:

Essential Duties & Responsibilities:

  • Ensure CCA sites meet targets for supporting families to move into permanent housing and sustain tenancy.

  • Supervise a team of housing navigators that develop and deliver trainings for CCA and vendor staff on housing navigation resources and approaches, identify and cultivate housing sources, ensure continuous improvement in housing navigation efforts, and serves as expert consultants on specific family cases.

  • Supervise a team of housing stabilization specialists that ensure tenancy preservation and eviction prevention by conducting regular check-ins and home visits with families, act as a liaison between families and landlords, and assist families to foster positive tenancy, including ensuring maintenance of jobs/income streams, insurance coverage and health access, schools and daycare services etc.

  • Design and implement policies and procedures, standardized onboarding and training, facilitate sharing of best practices, and manage performance across sites related to housing navigation and stabilization.

  • Provide on-site leadership presence across managed sites as well as occasional travel to additional sites and locations.

  • Maintain and adhere to the budgetary line items.

Working Conditions:

  • Standard office conditions.

  • The Associate Director will work on-site at multiple contracted emergency shelter locations, with occasional travel to other sites.

  • May include moving of supplies and equipment.

Other:

  • Valid driver's license and reliable access to a vehicle.

What We're Looking For:

Required Education (must have):

  • Bachelors

Desired Education (nice to have):

  • Graduate

Required Experience (must have):

  • Minimum 3 years' experience with housing navigation and/or stabilization in Massachusetts required, including in-depth work with resources and approaches such as CHAMP, Section 8, THP opportunities.

  • Minimum 2 years' experience directly supervising staff

  • Minimum 2 years managing program budgets and finances

Desired Experience (nice to have):

  • 1+ year experience leveraging housing resources such as HomeBase and SRI.

  • Experience managing family shelters.

  • Experience working with individuals that have recently immigrated to the US, particularly from Haiti.

Required Knowledge, Skills & Abilities (must have):

  • Deep expertise with housing navigation and stabilization in Massachusetts

  • Experience in shelters, health care, social service or related environments.

  • Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications

  • Competencies: Decision Making: Ability to make decisions with significant, broad implications for the management and operations of a major department or multiple departments. Participates in decisions on overall strategy and direction of the organization.

  • Problem Solving: Ability to address problems that are broad, complex and abstract, often involving site issues and requiring substantial creativity, resourcefulness, staff engagement, Lean diagnostic techniques, negotiation and diplomacy to develop solutions.

  • Independence of Action: Ability to set direction and vision for major departments or multiple departments. Establishes priorities, develops policies and allocates resources.

  • Written Communications: Ability to communicate complex information in English effectively in writing to all levels of staff, management and external customers across functional areas.

  • Oral Communications: Ability to verbally communicate complex concepts in English and address sensitive situations, resolve conflicts, negotiate, motivate and persuade others.

  • Bilingual (Haitian Creole or Spanish)
