Agency Overview The Bureau of the State House works with the Executive Office, the Massachusetts Legislature, state agencies, and the Massachusetts Historical Commission in preserving, maintaining and restoring the Massachusetts state capitol. Position Summary The Fiscal Officer VI/Director of Administration and Finance, is charged with the responsibility for development and maintenance of the Bureau of the State House (BSH) Operations and Americans with Disabilities (ADA) budget lines and Trust Account. The Fiscal Officer VI/Director of Administration and Finance is responsible for the development and submission of all spending plans to Administration and Finance and House/Senate Ways and Means. The incumbent produces monthly financial reporting, reviews and coordinates agency contracts, Inter-Agency Service Agreement (ISAs), and Comm-Buys procurements, process encumbrances, payments, and revenue recognition in MMARS, provides financial audit insight and grant management support. Manage the State House ADA office budget and ADA Coordinator. The incumbent is administratively responsible for the BSH Internal Control Plan. The Director is responsible for all accounting activities, preparation of annual and supplementary budget requests for the agency, short and long term budget forecasting, compliance with state finance laws, purchasing, billing, and contracts for the Bureau of the State House. Act as the agency liaison for hiring personnel through MassCareers. Detailed Duties Create encumbrances and process and track payments to ensure pre-payment discounts are received. Responsible to input data into the Massachusetts Management Accounting System (MMARS). Responsible for working with the Superintendent, the Executive Office of Administration and Finance (ANF), House and Senate financial analysts in determining the budgetary needs of BSH, maintenance of the BSH operating and ADA budgets and monthly financial reporting. This position will provide a link between the agency goals and fiscal support required to reach these goals. Work with DCAMM Finance relative to cap funding for State House projects. Responsibility for maintenance, creation and oversight of BSH agency contracts and reports and Supplier Diversity statistics to the OSD annually. Manage BSH ADA budget with input from the State House ADA Coordinator. Supervision of the State House ADA Coordinator. Provide audit oversight. Meet with State Auditors and Comptroller staff to ensure BSH follows the Operational Service Division (OSD) and the Office of the State Comptroller (OSC) guidelines. Maintain and report agency Capital Asset Inventory, GAAP, and ICP reporting which must be submitted to OSC. Responsible for all aspects of State and Federal grant management which includes, but is not limited to, research, application and management of grant applications from start to finish. Responsible for maintenance of the security budget which is managed by the State House Secuirty Director. This position will be held accountable for various other tasks to be assigned by the Superintendent throughout the fiscal year. This position must maintain a delicate balance within the confines of State Government. While working under the Superintendent, the incumbent has the difficulty of addressing demands from the Legislature, House and Senate, Administration and Finance, and the Comptroller’s Office to name a few. With all the different entities applying pressure for immediate action on fiscal needs, the Fiscal Officer VI must always perform due diligence to maintain audit oversight and conformance to mandated Internal Controls outlined by the Commonwealth while addressing said pressures. Preferred Qualifications Budget development and reporting experience – specifically facility related. Grant management experience (development and reporting). MMARS, MBA, and Commonwealth Information Warehouse experience. Proficiency with financial spreadsheet applications. Familiar with Commonwealth financial guidelines as instituted by the Comptroller’s guidelines and past experience with Internal Controls. Familiar with ADA (Americans with Disabilities Act of 1990). Knowledge of the accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS) and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the Institute of Certified Public Accountants (AICPA). Six or more years of full-time, or equivalent part-time, supervisory or managerial experience in financial management work, the major duties of which included at least two or more of the following functions: budgeting, accounting, auditing, management analysis, program evaluation, financial reporting, or statistical reporting of program results. Experience working in commonwealth finance systems and compliance standards. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
