OVERVIEW Founded in 1647, Boston Public Schools (BPS) is the country’s oldest public school district. With approximately 50,000 students from over 114 different countries, and nearly 10,000 employees (including 4,800 teachers), BPS is the largest school district in Massachusetts with a diverse portfolio of schools. With 35 diploma-granting secondary schools and programs, the BPS Office of Secondary Schools coordinates central support at the district level in Educational Options, Postsecondary Initiatives, Career and Technical Education (CTE), IB-AP, Early College (EC), and School Counseling. Currently, state-designated EC exists in five (5) BPS secondary schools. Our goal is to increase opportunities for participation in EC programs across the district so that every BPS student has the opportunity to graduate with a rigorous education leading to postsecondary success, career, and life readiness. OBJECTIVE The Early College Program Director will advance BPS’ strategic design and systemic roll-out of EC in accordance with principles outlined in the Commonwealth of Massachusetts's High-Quality College & Career Pathways Framework. This position is responsible for leading the growth, development, and promotion of early college models and representing the district’s vision as part of the state-wide early college community of practice across all 34 BPS secondary schools and diploma-granting programs. The Program Director will forge collaborations between secondary schools, higher education institutions, foundations, and community-based agencies to launch and sustain robust guided academic pathways that will result in students earning a minimum of 12 college credits upon graduation. The main components of the work will include building new school-based, consortium, and career-themed early college models; ensuring that early college pathways are accessible to all student groups and school types; embedding structures for career and academic planning; staff development; curriculum alignment; and creating strategies to support all aspects of the program. In addition, the Early College Program Director will guide school leaders, counselors, pathway coordinators, and dual enrollment liaisons through structured multi-year planning processes to build and refine pathways. The person leading this work must have a strong commitment to racial equity and eliminating racial disparities in access and achievement. The Early College Program Director must be prepared to support school leaders in developing and implementing early college programs in our secondary schools and growing the program to include a target focus on equitable access by increasing participation of Black, Latinx, Males, English Learners, and Students with Disabilities. In addressing this goal, the Early College Program Director will be responsible for building a system of change to include visioning, skill development, incentives, and resources in a well-defined action plan. This is to ensure that inclusive opportunities are made available to all, and support will be provided to achieve success. RESPONSIBILITIES: General: District & School Level Leadership Participate in district-level decision-making to establish clear goals and objectives in the development of varied and evolving early college programs. Supervise district schools in their efforts to design and implement early college programs. Approve all proposals for new early college school designs and pathways. Convene key district departments including but not limited to, Academics, Counseling Services, Engagement, Legal, Transportation, Special Education, and Office of Multilingual & Multicultural Education to review the district systems, policies, and curricula needed to administer early college programs as a core component of BPS’ secondary schools' redesign. Partner with the Office of Data & Accountability, Equity & Strategy to move each pathway through a racial equity planning process, develop a dashboard, and set associated metrics for both established and emerging programs. Develop and market the early college programs to various community stakeholders. Collaborate with the Office of Opportunity & Achievement Gaps (OAG) to curate tools and resources schools can use to adhere to guidelines in its policy. Review each school’s early college proposal for alignment with the policy. Work with the Business Office to establish a central office and school-based financial sustainability plan for staffing and supplement program costs across schools, including dual-credit and transportation. Implement strategies with the Office of Family & Community Advancement to increase the diversity of students accessing and succeeding in early college coursework. Coordinate across middle grades to build a pipeline, and design channels to inform and promote pathways to families and school communities. Direct school leadership as they go through the 4-5-year process of planning to launch an early college program model with a college partner. Convene early college staff, school administrators, and guidance staff annually to analyze data to identify trends, opportunities for improvement, and other ways to strengthen the programs in schools. Create and implement consistent training and development for schools and teachers in alignment with early college design principles. Create coherence across all BPS secondary schools and diploma-granting programs for new designs. Oversee the development and implementation of summer enrichment programming, including internships and career-relevant jobs. Recruit and onboard two and four-year college partners to participate in the design, development, and implementation of early college programs. City-wide Coordination Maintain regular communication with cross-sector stakeholders about progress related to the early college vision, design, and implementation in BPS. Facilitate the collaboration with the Mayor’s Office, Massachusetts Early College Alliance (MECA), New Skills-Boston/Edvesters, Boston Opportunity Agenda, Boston After School & Beyond, Boston Private Industry Council, and other constituencies on high school redesign as it relates to early college initiatives. Develop sustainable relationships with business and industry partners in Greater Boston to support career-connected opportunities for early college -related programming. Partner with the Mayor’s Office of Workforce Development and colleges to implement summer enrichment programming, including learn & earn initiatives and career-themed internships aligned to the early college pathway. Grant Management Research, identify, and recognize external opportunities that present viable funding opportunities and match BPS goals and school priorities. Coordinate grant writing for new early college opportunities in concert with school and district entities and independent contractors. Provide assistance in the planning, writing, program design, budget development, and data collection plan of grant-funded resources. Serve as the BPS liaison with local philanthropy supporting the expansion of early college across Massachusetts. Serve as the liaison to the Department of Elementary and Secondary Education on all district initiatives for early college pathways. Use appropriate technology and data systems to manage and monitor Department of Elementary and Secondary Education (DESE) state grants. Attend and participate in DESE communities of practice for early college and other relevant professional development opportunities. Supervision and Evaluation Supervise 1 central office coordinating FTE Supervise and coordinate the early college school staff across 34 high schools and implement high-quality professional development workshops to improve specific areas of work. Participate in a 360 performance feedback process of all school based early college staff in collaboration with Heads of Schools/Principals and college partners. Work collectively across schools with guidance counselors, dual enrollment liaisons, career & technical education directors, and IB-AP coordinators to align their efforts to the goals of early college. Oversee the identification and onboarding of teachers and consultants engaged in curriculum alignment projects. DELIVERABLES Set an articulated strategic direction for early college and develop a 5-year strategic plan for BPS, emphasizing open enrollment/comprehensive schools in the Secondary School Redesign to increase rigor across subjects and increase graduation rates. Expand the number of quality early college programs based on BPS’ strategic plan. Produce written reports with supporting evidence that are submitted monthly to the Equity & Strategy division to implement strategic plan priorities related to early college. Maintain compliance with DESE. Qualifications - Required: The Early College Program Director must possess a significant aptitude, leadership, and management capability for success in a multi-faceted role to ensure full and optimal implementation. Bachelor's Degree At least 10 years of experience in project management of early college, or comparable education/college-access work. Evidence of an ability to articulate a commitment to equity-focused work and the role rigorous coursework plays in closing opportunity and achievement gaps. The ability to examine programs, policies, and systems through a racial equity lens. Experience in leading instructional and curriculum development and implementation to meet students’ needs. Familiarity with curriculum alignment between college and high school subject matter. Direct knowledge and experience with early college design and programming. Knowledge of DESE data systems for designated pathways and grant processes Strong management capabilities evidenced by successful experience in program planning and implementation, marketing, budgeting, or program evaluation. Demonstrated leadership qualities and interpersonal attributes necessary to work effectively with diverse groups of students, families, teachers, administrators, and external partners. Understanding of and experience with meeting the needs of students and families of varying socio-economic backgrounds and historically marginalized populations to support post-secondary opportunities. Demonstrated skills in the development and implementation of effective professional development modules. Demonstrated commitment and leadership in eliminating racial and achievement disparities. Ability to examine programs, policies, and systems through a racial equity lens. Excellent technological skills to create efficient systems for communications. Experience analyzing data and using it to drive change. Experience with budget planning and development, proposal development, assembly and submission. Strong organizational, oral facilitation, and written communication skills. Qualifications - Preferred: Master’s Degree in Education 15 years of experience in project management of a college readiness program, or comparable education work within an urban school district or community-based organization.
