This is an exciting opportunity for the selected candidate who will be in a leadership role helping to shape the future workplace requirements of the Commonwealth, with a coordinated vision for the balance between remote and office-based work. The Commonwealth is looking to maximize the efficiency and cost effectiveness of our workforce with an eye towards challenging the traditional office space model and an appreciation for post COVID – 19 ramifications. The leasing office manages all lease procurements as well as establishes and administers guidelines and standards for space utilization, build-out of leased space, property management, and operations of leased space for the range of uses required by state agencies and in compliance with state policy and statute. The Director will lead the agency’s leasing team in procuring, managing, and administering leases on behalf of the Commonwealth’s 100 state agency clients. The incumbent will maintain and improve DCAMM’s procurement program of cost-effective leases in highly competitive markets. The Director will identify priorities and manage the workflow of this 18-person unit. S/he will manage their own portfolio of leasing projects, assign work to staff, advise project managers, and oversee the resolution of issues to keep projects on schedule and achieve rent savings. The incumbent should be a collaborative manager and solid communicator who will set the tone for relationships with agencies and landlords. The Director will oversee matters relating to open and competitive lease procurements, execution of leases, and lease administration throughout the term of the lease; development of RFPs; preparation of leases and lease riders, determinations relating to lease extensions, emergency procurements, and lease of unique premises; and matters requiring giving notice to landlords. The Director approves selection decisions for procurement of leases, in concert with the project manager, Deputy Director, and in consultation with the client agency. The successful candidate will balance the varied needs and interests of all interested parties while maintaining the integrity of the public procurement process, adhering to the public statutory and policy requirements, and delivering cost and operational efficiencies. This position reports to the Deputy Commissioner for Real Estate and will coordinate and collaborate with other work units within DCAMM. Preferred Qualifications The successful candidate must have a collaborative and innovative workstyle and the ability to think strategically. In addition, the preferred candidate will have: Skilled negotiator with 10 years of professional leasing and commercial real estate experience; Direct involvement overseeing large institutional leasing in competitive markets; Team leadership skills to effectively motivate and guide staff members within a hybrid work model; Knowledge of state government practices and operations is required. A proven record of accomplishment within a government setting, is preferred; Ability to analyze current workflow and implement electronic workflow process improvements; Experience with implementation of new workplace standards.
