Position Title and Summary: (IC5) Director, Technical Investigations, Global Physical Security - Risk and Investigations
Position Location: United States of America, Austin, Texas or Greater Washington D.C. Area
Position Responsibilities:
This role is a direct report to the Senior Director of Security Risk and Investigations in Global Physical Security, and is primarily responsible for conducting and overseeing technical investigations, countermeasures surveys, and technical surveillance countermeasures (TSCM) sweeps pursuant to Global Physical Security responsibilities. Preparing detailed and comprehensive reports that document anomalies, TEMPEST threats, and penetrations. Recommending countermeasures, enhancements and upgrades to mitigate and deter risks related to anomalies, TEMPEST threats, and penetrations.
The role is an individual contributor who will also complete related tasks as directed at the discretion of the Senior Director of Risk and Investigations that may include but is not limited to; other investigations, risk assessments, manage and monitor third party contractors, provide training, ensure the care and maintenance of related equipment, participate in budget planning, develop procedures and policies, maintain files, reports and case notes.
The position is responsible for protecting employees, property, and the safety and security of employees, clients, contractors, and customers through the implementation of technical investigations, surveys, TSCM sweeps, and identifying risks.
The incumbent must have a valid U.S. Passport and be able to travel globally with notice. The Director of Technical Investigations will interface with executives, Legal, Human Resources, other key stake holders, and external and internal clients.
Essential Functions:
Conducts and/or oversees all technical investigations, TSCM sweeps, and surveys globally
Maintains technical investigations files, reports, notes and database as well as other analytical tools to monitor and track trends
Assists in developing and implementing policies, procedures, programs and processes in collaboration with key stakeholders and GPS colleagues
Acts as a mentor and advisor to colleagues on all technical investigative matters, methods and best practices
Aids the Senior Director of Risk and Investigations of GPS in managing the IRIS/D3 case management system
Liaisons with Oracle partners, peers, colleagues and others at the discretion and direction of the Senior Director of Risk and Investigations of GPS.
Liaisons with external industry resources, federal, state and local (e.g. law enforcement, military, first responders, federal agencies, professional associations and industry peers)
Interacts with Regional Directors and Directors of Global Programs within GPS at the discretion of the Senior Director of Risk and Investigations of GPS
Consults with the Senior Director of Risk and Investigations of GPS on the budget
Requirements:
A qualified candidate should have a minimum of 10 years’ experience in government service, industrial security, law enforcement or a related field
A strong understanding of industry specific legislation and compliance requirements related to the TSCM field
A minimum of 5 years’ experience in conducting technical investigations, surveys, and TSCM sweeps to include knowledge of methods, techniques and practices used by hostile actors, competitors, and nation states
Understanding of the electromagnetic spectrum, and RF interrelationships and characteristics as they relate to the design and operation of electronic, electromechanical and computer systems;
Hands-on experience in the operation and use of electronic instrumentation such as multimeters, oscilloscopes, spectrum analyzers, sound pressure level meters, time-delay reflectometers, network analysis and similar equipment that may be applied to test, certify, and troubleshoot electrical, electronic, mechanical, electromechanical and computer systems;
Knowledge and hands-on familiarity of computer systems, network security, and familiarity with operating systems, hardware platforms, and wired and wireless networks;
Ability to read, interpret, create electrical and electromechanical schematics and architectural drawings, including electrical/mechanical building systems drawings and computer network topologies
A basic or greater understanding of TSCM equipment
A basic or greater understanding of report writing
A basic or greater understanding or experience in testifying in court or legal depositions
Proficiency with Microsoft Word, Publisher, PowerPoint, and Excel
Ability to communicate in both written and verbal format
Practical experience identifying TEMPEST emanations and implementing countermeasures
Scope of Responsibility, Impact of Decisions and Degree of Supervision:
The role is global in nature
Decisions impact is high and degree of supervision is minimal
This is an IC level Director with a high degree of responsibility and strategic impact on business function
This position will report directly to the Senior Director of Risk and Investigations GPS
Process and Methodology used to Perform Job:
This position will develop strategy, lead collaborative teams and resources to successful performance
Conduct analyses of business needs and identify programs & services required to meet those needs
The position will provide education and professional development guidance to directors, managers, clients and other resources as required
Additional Information:
Requires 30% moderate travel globally
Requires positive partnership skills, effective communications, and positive relations in business capabilities
Performs a full range of strategic business planning objectives, tactical processes, procedures and business analytics
Education and or Experience:
BA or BS Degree is desired but not required
TSCM Fundamentals Certification by the Interagency Training Center (ITC) is preferred
Industry certifications are preferable but not required (e.g. Network+, Security+, CASP, PenTest)
PDTG Technical Security Specialist (TSS) Certification and/or Kestrel Operator Certification is desired but not required
Certified TEMPEST Engineer, or prior experience as a Certified TEMPEST Technical Authority (CTTA) a bonus

US: Hiring Range: from $79,000 to $158,200 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
