Boston Public Schools Director Operations and Finance, DEC (SY24-25) in Boston, Massachusetts

JOB TITLE: Director of Operations and Finance, Department of Early Childhood DIVISION: Department of Early Childhood OFFICE: Academics REPORTS TO: Department of Early Childhood, Executive Director POSITION OVERVIEW: The DEC Director Operations and Finance (DOF) position will supervise budget development, financial reporting, and systems management; and work actively with the Budget department, Business Office, and Operations department while driving business processes to improve efficiency and meet organizational goals. This position is responsible for the oversight of planning, development, management and implementation of the department's program-specific special projects. The DOF will be responsible for planning, managing, and executing the department’s $25 million in support of Equitable Early Literacy (EQL), Universal Pre-K (UPK), Summer Early Focus (SEF), and Countdown to Kindergarten (C2K). Additionally, the OD will oversee the department's day-to-day operations and project management, including providing grant support and operational support. RESPONSIBILITIES: Manages and assists in the development of specific projects aligned with department and district priorities by assisting with the definition of project budget, scope and objectives; develop project management tools including project plan and budget tools for department projects; revisit all projects on a regular basis to ensure that projects are on time, within scope, and within budget; develop a detailed project map for the department to monitor and track the progress of priority projects. Works with the department head or assigned designee to determine basic departmental policies and operating procedures and coordinates implementation Assesses departmental priorities and objectives and makes action recommendations to the department head or assigned designee Manages the operating budget forthe department and Procurement process, including forecasting, monitoring, and reporting. Manage the department’s BEDF accounts, including budget process, forecasting, monitoring, and reporting. Prepare, negotiate, and administer contracts and amendments Leads departmental fiscal management; works collaboratively with department’s operations staff, providing guidance and support to both the Admin & Operations Manager and Procurement Coordinator. Ability to provide analyses using multiple forms of data; familiarity with or willingness to learn pulling data using multiple platforms including but not limited to: BAIS Financials, Aspen, DESE, Panorama, Illuminate, TeachPoint, and other platforms Familiarity with Special Education Information Management Systems, OELL Systems Support department with further establishing key performance indicators and systems illustrating impact on student learning Ensure compliance with the COB and BPS financial and operational regulatory requirements. Other duties as assigned by the Executive Director of Early Childhood. QUALIFICATIONS - REQUIRED: Master’s Degree in a related field and 2-3 years of experience in project management, finance, or nonprofit management Five years or more of related experience, including: Five years of early childhood or early elementary teaching experience Two years of experience managing large projects Two years of experience in early childhood administration One year of experience in grant management One year of budget management Ability to work with families, administrators, teachers, and other staff, and members of the community Mastery of Microsoft Office Suite; Word, Excel, PowerPoint Ability to be flexible and take an optimistic attitude to new challenges, a good sense of humor, and a can-do approach. Proactive, creative, and tenacious problem-solver with experience in organizing others to accomplish projects.
