State of Massachusetts Environmental Analyst II in Boston, Massachusetts

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. Working in the MassDEP’s Bureau of Waste Site Cleanup Division of Policy & Program Development (PPD), this position will be responsible for data management to analyze program performance, support policy development and enhance communication with external stakeholders. This position also will assist the BWSC Audits & Enforcement Coordinator with conducting data analysis of compliance metrics under the Massachusetts Contingency Plan (MCP), developing and maintaining reports for use by regional audit staff, and identifying non-compliance trends, and support other Bureau project work under the state and federal sites program and regulatory, policy, guidance and training development, outreach and implementation. Major duties and responsibilities for this position include, but are not limited to: · Manage and analyze data across Bureau functions to support program management. · Conducting data analysis of compliance metrics under the MCP and identifying compliance trends and issues requiring program training, compliance assistance and/or enforcement training. · Tracking audit results. · Developing and maintaining reports for use by regional audit staff. · Provide planning support for the development of new regulatory and policy initiatives. · Supporting Bureau project work under the state and federal sites program. · Supporting BWSC Program regulatory, policy, guidance and training development, outreach and implementation. Additional duties and responsibilities in PPD in support of BWSC regulatory, policy and guidance projects, include, but are not limited to: * Exercising sound judgment in performing professional environmental sciences work on technical, policy, and enforcement issues. * Maintaining a level of knowledge, understanding, and interpretation of State and Federal Laws, regulations, policies, and guidance related to site assessment and cleanup. * Working collaboratively with internal and external project stakeholders (i.e. MassDEP regional or other bureau staff, EPA, environmental consultants, other state and federal agencies) as necessary. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III.
