State of Massachusetts Environmental Analyst V in Boston, Massachusetts

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. The Office of Research and Standards (ORS) of the Bureau of Planning and Evaluation (BPE) seeks applicants with expert knowledge of, and experience in, human and ecological risk assessment of PFAS and other emerging contaminants and with the requirements of the Massachusetts Continency Plan (MCP). ORS provides scientific leadership to all DEP programs on the health and environmental impacts and risks posed by pollutants in all media, including PFAS and other emerging contaminants, and directly supports MassDEP’s mission to protect human health and environmental quality. This position will be based in MassDEP’s Boston Office at 100 Cambridge Street. Under supervision of the Chief of the Risk Analysis Division, this Environmental Analyst V will function as a senior risk analyst in ORS. Duties for this position include, but are not limited to, the following: 1. Deciding on the technical adequacy and accuracy of human health and ecological risk assessment reports, in particular those conducted under the MCP. 2. Explaining findings and making recommendations to the Chief, the Director of ORS, senior managers and regional staff. 3. Conducting site visits to ensure that all exposure pathways and risks are appropriately addressed in site risk assessments. 4. Completing technical evaluations of toxicity and exposure assessments for scientific validity and compliance with MCP requirements and consistency with ORS guidance and BWSC policies. 5. Writing memoranda on risk assessments and recommending approval/disapproval of risk assessment reports submitted to fulfill regulatory requirements of the MCP and other programs as needed. 6. Developing and recommending data collection methods for soil, air and water to senior managers, regional staff and project managers. 7. Developing and recommending emerging risk assessment models, tools and procedures for consistency with MCP requirements and applicability to MCP risk assessments. 8. Determining appropriate PFAS and other analytical methodologies to ensure compliance with the MCP and BWSC policies and guidance. 9. Reviewing and commenting on complex statistical analyses to evaluate the utility and applicability of various procedures in MCP risk assessment. 10. Designing and conducting human health and ecological risk assessments as needed in support of regional enforcement initiatives and/or policy development. 11. Representing the Bureau and ORS and leading meetings with agency staff, contractors, EPA, advocacy groups, other stakeholders, and the general public. 12. Developing guidance and regulations pertaining to human and environmental risk assessment and risk management. 13. Completing reports and environmental analysis activities in support of policy development. 14. Designing and conducting training programs in human health and environmental risk assessment. 15. Conferring with federal, state and municipal agencies to inform and coordinate activities related to site assessment, risk assessment and risk management. 16. Coordinate with toxicology staff on appropriate toxicity values to characterize human health and environmental risks of PFAS and other contaminants. 17. Creating, updating, and optimizing, complex Excel spreadsheets. 18. Performing other related duties as assigned. Preferred Qualifications and Work Experience: 1. Advanced knowledge of multiple scientific disciplines with a focus on assessing risks of PFAS and other emerging contaminants. Relevant disciplines include risk assessment, exposure assessment, research methods, statistical analysis, ecology, toxicology, chemistry, machine learning, database development and use and environmental policy, as evidenced by publications, advanced degrees and certifications in appropriate fields and/or directly related professional experience. 2. Experience conducting, reviewing, interpreting and critiquing complex risk assessments addressing human health and ecological risks, including exposure pathways, site characterization, and toxicity. 3. Risk communication experience. 4. Knowledge of state and federal methods, regulations, and guidance pertaining to risk assessment. 5. Demonstrated excellence in written and oral communication. 6. Ability to effectively supervise scientific staff and manage multiple projects to meet deadlines. 7. Excellent public speaking skills and ability to make presentations on contentious issues to diverse audiences. 8. Ability to analyze complex information and data and apply it to policy and regulatory decisions and assessments. 9. Ability to translate highly technical information to non-technical audiences. 10. Facility with Microsoft software applications, spreadsheets and database execution. 11. Excellent interpersonal skills and ability to work cooperatively with diverse groups. 12. Ability to adapt to externally driven work demands and deadlines. 13. Ability to drive to attend meetings and conduct site visits at diverse locations. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
