Summary This position is in Region 1, Environmental Justice (EJ), Community Health and Environmental Review Division, EJ Community Programs and Engagement Branch, EJ and Community Programs Beta Section. About Region 1: EPA Region 1 (New England) | US EPA This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Develop, monitor, and implement region-wide, cross program approaches to addressing environmental education and children's environmental health concerns and issues affecting regional operations. Provide administrative, programmatic, and technical information and assistance to a wide range of stakeholders to promote environmental education and children's environmental health. Develop policy analyses of regulations, directives, and programs and conduct reviews of ongoing programs/initiatives and evaluates performance in relation to environmental education and children's environmental health program goals. Serve as a primary senior staff member to manage grants, cooperative agreements, interagency agreements and/or contracts to develop and implement stakeholder/EPA partnerships for environmental education and children's environmental health programs. You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. #LI-DNI Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as designing, implementing, and managing activities and/or programs that support children's environmental health and environmental education; advising on grants and financial assistance; and leading efforts to promote environmental education. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of programmatic interrelationships and operational characteristics affecting environmental education and children's environmental health concerns. Ability to plan, lead, and organize programmatic efforts to identify and address environmental education and children's environmental health concerns. Knowledge of federal grants regulations processing and economic and fiscal procedures of the Federal government, states, localities, and tribes. Knowledge of emerging technologies, strategies, and concepts that may be applied to programmatic work in the field of environmental education and children’s environmental health. Knowledge of the organizational structure of EPA, and assigned stakeholder/recipient organizations, in order to understand decision making processes and procedures, national environmental policies, and facilitate issue resolution. Skill in oral communication. Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
