Hildebrand Self-Help Center Family Shelter Manager (Congregate, multi-site) in Boston, Massachusetts
The primary function of the Family Shelter Congregate Manager(FSCM) is to oversee Hildebrand’s multi-site Congregate Program—creating and maintaining a trauma-informed, safe and supportive environment for clients and staff while creating and implementing systems to improve quality of care and consistency of program delivery. Reporting to the Deputy Director of Family Shelter, the FSCM is an integral part of the Programs Leadership team, and a key contributor to the organization.
Responsibilities:
Leadership and Administration
Recruit, hire, onboard/train, supervise, support and evaluate direct reports to ensure Hildebrand retains top talent and staff are aligned with the organization’s values.
Develop and implement written procedures to provide for the smooth running of the Congregates day-to-day operations, the maintenance of the residence and equipment, and work with residential staff, housing specialists and case managers to ensure that the needs of the families are met.
Ensure that all supplies are inventoried, tracked, and monitored and congregates are stocked.
Conduct regular supervision with staff with the goal of assisting each direct report to develop best practices in an effective, culturally competent manner. Provide accountability for service delivery of direct reports and all Congregate staff. Monitor staff performance and provide support to the employee’s evaluation and development through the agency’s performance management program.
Oversee the congregate program staff’s activities to ensure compliance with policies, procedures, statutory & regulatory requirements of Hildebrand and its funders.
Participate in the implementation of a core curriculum of in-service training programs designed to meet program goals and to maintain and improve staff skill and performance.
Program Planning, Development & Implementation
Develop, create and implement innovative, productive, and supportive programming using a trauma- informed model that meets the needs of the families and contributes to the overall milieu.
Maintain an environment that fosters communication, collaboration, and consistency of operations.
Plan and Lead monthly Congregate team meetings, congregate house staff meetings, and provide ongoing written communications to all Congregate staff to ensure they remain updated on protocol.
Ensure that Congregate staff proactively address identified areas of concern with clients and develop plans to assist families in engaging with Hildebrand policies and procedures.
Review incident reports, shift logs, program violations and other reports to determine what systemic or operational concerns are present and take appropriate steps to address them and identify opportunities and make recommendations to improve services and promote client success.
Ensure consistency programming and policies across all the Congregate programs.
Manage On-Call schedule rotation, and cell phones (this position provides back-up support to the Congregates as needed or when emergencies arise).
Communication/Reporting
Provide statistical and programmatic information needed by the Chief Program Officer.
Provide monthly reports on Congregate operations and client successes.
Interface effectively with the Program Coordinator and Strategy and Projects Manager to track agency compliance with required documentation and data collection efforts.
Ensure that communication is open and positive and allows for staff and families to feel safe in their environment.
Review and monitor the Communication Log to ensure compliance with Hildebrand policies and procedures.
Communicate verbally and through written communication, memos, emails and log documentation with peers, supervisors and other team members to provide appropriate program updates, identify issues related to program operations, areas of concern and suggestions for necessary improvements.
Case Management:
Ensure all Congregate staff, Housing Specialists and Case Managers have a cohesive and consistent approach to working with families in Congregate.
Triage emergency client issues and lead the creation and implementation of action plans for clients with behavior issues impacting staff or other clients.
Provide conflict resolution between clients.
Lead intensive Case Management review of Congregate clients.
REQUIRED QUALIFICATIONS:
Bachelor’s degree in Social Work, Human Services, Public Health, or related field and 3-5 years progressive management and supervisory experience in a human service environment.
LMHC or LCSW
Must have demonstrated leadership experience, collaborating, and building and fostering teamwork.
Experience in managing congregate and/or multiple locations in milieu-based treatment.
Demonstrated commitment to use innovative ideas to address and meet needs of families experiencing homelessness
Proficient in the use of Microsoft Office software including must possess strong computer skills.
Demonstrated ability to supervise, including planning and assigning work according to the nature of the job to be accomplished and available resources.
Experience with Congregate/Residential Program Operations.
Demonstrated ability to exercise discretion and judgment in handling confidential information.
Must be compassionate and patient and continually exhibit a commitment to helping homeless families help themselves.
PREFERRED QUALIFICATIONS:
Previous experience as an administrator in a housing/homeless service environment or related experience.
Experience working with families experiencing homelessness.
MSW or master’s in counseling or related field
Bilingual in English or Spanish or Haitian Creole
LCSW or LMHC
