State of Massachusetts Federal Finance Manager in Boston, Massachusetts

/_GENERAL SUMMARY OF POSITION: _/ This position conducts financial and policy analysis to fulfill federal reporting mandates for the state to receive federal funding, and to support policy development for MassHealth. Specifically, this position provides subject matter expertise for one or more MassHealth programs and works both independently and collaboratively to fulfill financial policy responsibilities and inform policy decisions surrounding payment reform and program integrity initiatives. This position’s work is incorporated into various federal reports and ad hoc information requests submitted to the Center for Medicare & Medicaid Services (CMS) on an ongoing basis. This position supports federal revenue maximization initiatives for CMS-authorized programs. The Federal Finance Manager is also responsible for designing and leading project management teams, operations reporting programs, and facilitating collaborative problem solving and decision-making, communication, and consistency across programs and operational decision-making. The Federal Finance Manager reports to the Director of Federal Finance in the Office of Medicaid. The Office of Medicaid (MassHealth) within EOHHS administers the Commonwealth’s Medicaid and Children’s Health Insurance Programs (CHIP). The Federal Finance Unit is responsible for managing financial aspects of federal authorities (including Medicaid and CHIP State Plan documents and Medicaid waivers) governing federal matching funds (FFP) for these programs, totaling more than $10 billion annually. * * /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Assemble and manage cross-functional teams focused on addressing fiscal impacts for State Plan Amendments (SPAs) and Upper Payment Limits (UPLs). Identify project scope, develop work plans, and lead day-to-day efforts of staff in developing policy and/or operational recommendations. * Manage the Cost Limit Protocol Process, including ensuring completion of provider deliverables and reporting, program planning and determination of best practices, and seeking opportunities for improvement. * Manage relationship with various federal partners on federal finance topics, including reporting and completion of deliverables, contracting, and ensuring timely approvals. * Respond to ad hoc inquiries and requests for information from MassHealth leadership and external stakeholders including other MassHealth units, other state agencies, and public entities. /_Preferred Qualifications:_/ * Excellent analytical and problem-solving skills. * Excellent MS Excel and PowerPoint skills and experience analyzing large datasets using Microsoft Excel and Access. * Excellent organizational skills and attention to detail. * Ability to solve complicated problems with minimal direction. * Ability to lead projects through organizing work, establishing operating relationships, and coordinating the work of others. * Ability to analyze and determine the applicability of financial and program data, to draw conclusions, and to make appropriate recommendations. * Ability to anticipate difficulty, and take corrective action. * Strong written and verbal communication skills. * Comfort with working under high pressure and tight time constraint. * Strong interpersonal skills. * Passion for public service. * Experience in healthcare. * Bachelor’s Degree in a related field. * 2-5 years’ experience working in finance analytical capacity. /_TO APPLY:_/ Please upload both Resume and Cover Letter for this position when applying.
