The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. Job Opening: The Department of Energy Resources (DOER) is seeking an experienced fiscal professional who will report to the Chief Financial Officer. The Finance Director will support the work of the agency, including but not limited to, contracts and procurements, federal grant management, federal compliance, contract life cycle management, labor cost management, budget development, spend plans, reporting, tracking, and forecasting. The Director interacts and works in collaboration with DOER Senior staff, Division Directors, and both agency and non-agency staff to compile, amend, and report on agency spending and initiatives. Candidate for the position must be able to demonstrate a knowledge of budgeting processes, preferably knowledge of governmental budgets, as well as to have held a high-level responsibility within the budget process. To best support the agency and meet these day-to-day fiscal, administrative and contractual needs, the Finance Director will manage, oversee, and guide a 2-4 member team. Each team member provides dedicated expertise, data, and reporting needed for the team to ensure proper oversight, guidance, and planning. The Director will work with the finance team and legal division to develop systems to track and manage procurements and contracts. In addition, the position will be responsible for the management and supervision of financial recordkeeping, payments, and work products of assigned staff. Proven experience in leading, directing, and motivating a team is critical to the Director position. The Department of Energy Resources seeks applicants for the Finance Director position, to perform the following duties: * Responsible for working with the DFO, the Executive Office of Administration and Finance (ANF), Legal Counsel, Executive Office of Energy and Environmental Affairs (EOEEA), House and Senate financial analyst in determining the budgetary needs of DOER. * Manage DOER contracting and procurement operations, from reviewing contract terms to managing bids in COMMBUYs. * Maintenance of DOER operating, federal and trust budgets and periodic, required financial reporting. * Coordination with State Comptroller staff to ensure DOER follows the Office of the State Comptroller (OSC) guidelines and completes and submits reports to CTR as required. * Ensure the agency is following procurement practices according to the Operational Service Division (OSD) and requirements under the Supplier Diversity Office (SDO) in our procurements. * Create and negotiate terms for intergovernmental Services Agreements (ISAs) and process and track payments. * Responsible for oversight of the state-federal funding from Department of Energy (DOE). PREFERRED QUALIFICATIONS: * Familiarity with state and federal laws, rules, and regulations governing expenditures of state and federal funds; knowledge of the Commonwealth of MS budget process as instituted by the Massachusetts State Comptroller. * State government budget development and reporting experience. * Massachusetts Management Accounting and Reporting System (MMARS), Massachusetts Budget Application (MBA), and Commonwealth Information (CIW) experience. * Proficiency with financial spreadsheet applications. * Thorough knowledge of governmental accounting, Generally Accepted Accounting Principle (GAAP) standards and practices, and financial reporting. * Six of more years of full-time, or equivalent part-time, supervisory, or managerial experience in financial management work, the major duties of which included at least two or more of the following functions: o Budgeting, accounting, auditing, management analysis, program evaluation, financial reporting, or statistical reporting of program results. o Familiarity with contract procurements according to Operational Service Division (OSD) and Supplier Diversity Office (SDO) and COMMBUYS. o Proven leadership, communication, strategic planning, interpersonal skills, and collaboration including confidence and ability to effectively engage staff and or stakeholders in challenging or deadline-oriented situations. REQUIRED QUALIFICATIONS: * Knowledge of the principles and practices of purchasing, budgeting, contracting systems, and grant policies/regulations. * Experience with the foundations of financial management, including financial analysis forecasting, information recording, and processing as it relates to human service programs. * Ability to disseminate fiscal information in the form of financial and/or narrative reports, charts, graphs, and tables; capacity to collate, understand and analyze data and make effective recommendations. * Self-motivated and able to work independently as well as collaboratively with colleagues and external constituents. * Prior experience in a supervisory or leadership role within a professional office setting. * Excellent analytical and communication skills, both written and verbal. * Proficient usage of Microsoft Office products including Excel, Access, Word, Outlook and/or Information Warehouse, or other programs used for data gathering and analysis. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
