State of Massachusetts Finance Manager DFML in Boston, Massachusetts

Finance Manager DFML’s mission is to ensure that the workforce of Massachusetts is healthier, more productive, and enjoys a better quality of life. Our program, providing paid family and medical leave benefits to the working people of Massachusetts, will impact hundreds of thousands of lives every year. The Department issues over $18 million dollars in benefits payments each week. Each payment represents financial security for a constituent that is currently unable to work so it is essential our payments are accurate, timely and predictable. The department strives for the right payment to the right claimant, on time. The Department Finance Manager position is a collaborative leadership role which works with DFML’s Director, Deputy Directors, Other Managers, EOLWD Finance Team Leaders, Product and Program Managers, and other staff to achieve DFML’s mission. The Finance Manager will be responsible for managing all fiscal activities and project management within the department for both Benefits and Administration. With a focus on meeting deadlines, completing deliverables, and fostering effective communication within their team, they shall contribute significantly to the department's financial and operational success and its ability to address unforeseen challenges. The responsibilities encompass a wide range of tasks such as taking project management lead on payment process initiatives, developing audit parameters for daily payments, payment process improvements and approvals processes to ensure the Department is making the right payments to the right person at the right time. From a financial lens, the incumbent will be overseeing all financial activity ranging from vendor payments and task order creation, to providing oversight on the accounts receivable process and non-compliance fines and benefit overpayment processes, requesting advances to the department with CTR and reconciling expenses weekly, to providing financial projections and forecasts and standardized GAAP and Non-GAAP reporting to Senior Leadership for EOL, CTR & DFML. The incumbent will be overseeing and monitoring spending plans for internal department needs including inter-agency service agreements (ISAs). This role will be continuously monitoring department procurements, encumbrances, payments, and revenue recognition while providing reconciliations that match MMARS. The role involves not only ensuring financial and operational compliance but also developing strategies to maximize fiscal flexibility. Additionally, they shall supervise 9 Compliance Analysts II’s, 1 Management Analyst III and a Buyer III (Vendor Coordinator) position. The incumbent will continue to facilitate working relationships with Treasury and Comptroller. * *Who we are: DFML's mission is to implement and run the Commonwealth's Paid Family & Medical Leave program that provides income support to Massachusetts workers and their families during significant life events while serving as a partner to employers to deliver program integrity. * *Responsibilities * Assist in the development of a budget spending strategy, translate the strategy into the preparation and negotiation of the annual operating budget for the department keeping the goals and strategic roadmap for operations in mind. * Budgeting and forecasting both expenses and revenue for Benefits and Administration. * Analyze, coordinate, and monitor all monthly expenditure totals, patterns, trends and recommend action when needed. * Maintain compliance with Comptroller and EOL Finance standards and have acceptable fiscal accounting and control procedures. * Ensure all financial reports are accurate and distributed in a timely manner. * Prepare GAAP Reporting packages for Comptroller. * Prepare and present findings for all internal and external Audit requests. * Work with EOL IT to stay apprised of changes and request new reports in the EOL Datamart * Continuously improves vendor invoice processing by setting up a structured approvals process with standardized templates for executive review. * Serves as technical expert and collaborative partner to stakeholders (DFML EOLWD Finance, Comptroller’s Office, Treasury, M&T Bank) to build strategic and tactical plans for DFML Financials. * Monitors DFML Payroll and Fringe/Tax model and incorporate into the financial forecasts. * Inspires and motivates the team to execute, track progress, and continuously improve to achieve plans. * Serves as technical expert and collaborative partner to stakeholders (LWD Finance, Comptroller’s Office, Treasury and PM&T Bank to build strategic and tactical plans for DFML payment processing * Taking full ownership of payments projects, from initial scoping to final implementation. This includes assessing problem size and impact, creating rollout plans, collaborating across teams, conducting testing, and refining solutions. * Provides continuous improvement to program integrity efforts through reporting and analytics. * Collaborating effectively with internal and external stakeholders to support the operationalization of new products or enhancements to existing ones and to solve complex problems and incidents related to their area of ownership, ensuring timely and relevant communication. * Performs assessments or investigations and provides analysis, recommendations and supports the implementation of agreed upon resolutions. * Translating claimant needs into operational processes, supporting insights with data-driven analysis. * Establish and Ensure Key Performance Indicators (KPIs) are always relevant and impactful. Establishing KPIs and Service Level Agreements (SLAs) for new products/features and processes. Monitoring and responding to changes in SLAs and KPIs, serving as the key escalation point for significant breaches. * Listen and empathize with the customer and team challenges. You are passionate about finding solutions that impact Payment Operations teams and customers positively. * You are comfortable querying your own data, building dashboards using BI tools like PowerBI. You can work with data and customer insight to learn about problems, and scope and measure impact of problems and solutions. * Provide insight and resolutions to payment issue escalations. * Manages the reconciliations of weekly cash advance requests and weekly expenses of advances, in coordination with EOL Finance. * Collaborates with internal partners, and use of data & analytics, in broadening DFML’s development efforts. * Oversees the selection of top talent, delivers continuous coaching, understands, and applies tools and processes to reinforce behaviors that ensure service excellence, and holds others accountable for the development of their people. * Inspires and motivates the team to execute, track progress, and continuously improve to achieve plans. * Other duties, as assigned. Who you are: We're seeking candidates who have: * Thorough understanding of the Commonwealth's financial operating systems such as Massachusetts Management Accounting and Reporting System (MMARS) and the Commonwealth’s Information Warehouse. * Knowledge of the principles and practices of accounting theory, auditing, financial reporting as it relates to program management. * Possess strong quantitative, analytical, and problem-solving skills with a proven ability to analyze complex financial and program data, ability to understand complex funding programs, demonstrate applicability to program objectives, to draw conclusions, make appropriate recommendations and communicate findings in an understandable manner to different audiences with varying degrees of sophistication with the material. * Superior organizational skills and ability to effectively manage multiple deadlines, changing priorities and a high volume of detailed material. * Knowledge of M.G.L. 175M and 458 CMR 2.00 and all rules, regulations and standards as it applies to employers, employees, and the DFML. * Ability to understand, explain and apply the state laws, rules, regulations, policies and procedures governing the DFML program and management units. * Ability to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations. * Ability to assemble items of information in accordance with established procedures and formats (i.e.: tables and graphs). * Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of the subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating such action. * Knowledge of the principles of learning and training techniques. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
